POSITION JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the November 4, 1996, Council meeting.

1.& D!Mtcher I (Atkinson. Linda: Hankins. Trenton) - Appointments
2. POLICE
Justification:
The Police Department Communications Center has an authorized strength of 21
Dispatcher UII, four (4) Senior Dispatcher and five (5) Dispatch Supervisor positions.
Currently, 19 Dispatcher UII positions and four (4) Dispatch Supervisor positions are
filled, leaving three vacancies. Hiring the two (2) listed appointments will bring the
Department up to full strength for Dispatcher VII pending a promotion of a Dispatch
Supervisor.
Cost savings associated with vacancies are entirely offset with backfilling these positions
with full-time dispatchers, community service representatives or police officers working
on an overtime basis. Oftentimes, non-dispatch trained replacements impact the level of
quality service provided to the public due to lack of familiarity with CAD operations and
Dispatch procedures.
Filling these positions will offset the chronic need to use overtime to backfill vacant
positions, increase the efficiency of the Communications Center and improve the level
of service delivered to the public and field personnel. Dispatcher stress caused by under
staffing will be reduced and morale will be improved.
An in-house, 120-hour Dispatcher Academy will start November 4, 1996, to be attended
by new appointees.
4. Identification Technician I (Uribe. Leticia) - Promotion

Justification:
The Identification Bureau has an authorized strength of ten (10) ID Technician UII
positions and one (1) ID Technician III (Supervisor). Currently, one (1) ID Technician
I/II position is vacant, a 10 percent vacancy factor.
The ID Bureau provides 24-hour, seven-day a week support service to Patrol and
Investigations Division personnel. Cost savings associated with this vacancy are entirely
offset with backfilling the position with full-time ID Technician UII personnel working

on an overtime basis.
Filling this position will eliminate the need to backfill a vacant position, reduce overtime
costs, reduce stress to incumbent ID Technician I/II personnel caused by working
overtime and improve morale.
20.& Motor Sweeper Operator (Walker. Joe A; Green, David A.) - Promotion
21. PUBLIC SERVICES
Justification:
A full complement of motor sweeper operators allows the department to maintain current
service levels to the public. A decrease from ten (10) operators to six (6) operators was
initiated in a reorganization approved April 17, 1995, and implemented July 1995.
Sweeping services to the public were not affected by the former decrease in personnel.
However, not filling current positions would decrease the current service levels to the
public.
22. Dispatcher U (Johnson, Annemarie) - Out-of-Phase Merit Increase

Justification:
Ms. Johnson had six years' experience in a consolidated dispatch center with the City of
Escondido prior to beginning employment with the City of San Bernardino. She has been
employed by the City since June 22, 1994, beginning as a part-time Dispatcher U. She
was appointed to her current full-time position on June 10, 1996, and started in range
1307 at step 3. A move to step 4 will increase her compensation by 65C per hour.
The Police Chief recommends the out-of-phase merit increase based on a 3-month
performance evaluation from the supervisor.
Ms. Johnson's knowledge, experience and overall performance record are exceptional.
Her supervisor remarks on her professionalism and excellent service to the public and
cites various examples of proficiency and initiative.
Ms. Johnson exhibits a high degree of competency and professionalism and has made
personal sacrifices to help with dispatch's staffing problems.

Justification:
Overall cost savings were achieved by reducing the number of positions from 20 Refuse
Operator I's to four(4)in the residential refuse operations. Commercial Refuse Operator
I's remain at 12 positions. The appointments represent a career ladder for current Extra
Relief Heavy Laborer employees
Service was increased from one-can service to three-can service. The increase in service
necessitated the need for a reorganization, which was approved by the Mayor and
Common Council on September 16, 1996.
