Description) Street- Im vements -San Bernardino Trade Center & International Airport Financeā€¢ Council Notes: Agenda Item No. 7 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The plans for drilling two water wells at the San Bernardino Trade Center and International Airport, show the irrigation well to be at a depth of 350 feet with a 12-inch steel casing. However, after this depth was reached, tests determined that the desired rate of production of 800 - 1 , 000 gpm would not be achieved. A recommendation was made by our Water Department to drill a 150-foot pilot hole to ascertain if good water bearing strata exists between 350 and 500 feet in depth. After the pilot bore was completed, tests determined that good water production soils existed between 350 and 485 feet. Increasing the production rate of this well by drilling to an additional 150 feet would allow the pumps to be operated only during off-peak rates for electricity. It is estimated that the additional costs for the increased depth will be recovered within a little over two years . The Contractor has provided a price quote for the lump sum cost of $25 , 709 . 30 to drill the pilot bore and the additional 150 feet, and increase the casing from 12-inch to 14-inch. We have reviewed this price with our Water Department and verified that it is fair and reasonable for the work involved. The total estimated project cost included an amount of $37 , 868 for contingencies, which can be used to finance the cost for this extra work. Funds to finance the additional costs by Change Order No. One will be provided from the following sources : Economic Development Agency Grant - 750 Inland Valley Development Agency - 250 All costs incurred will be charged to Account No. 242- 362-5504-1993 , and billed to the EDA grant and IVDA. No City funds will be used to finance any portion of the additional costs. We recommend that Contract Change Order No. One be approved. 10-07-96 75-0264 FEDERAL PROJECT NO. 07-49-02680 CONTRACT CHANGE ORDER CHANGE ORDER NO. 1 DATE: 7/29/96 Agreement Date: 2/12/96 NAME OF PROJECT: DRILLING AND DEVELOPING A 1611 DIAMETER, 11001 DEEP REVERSE ROTARY DOMESTIC WELL AND A 1211 DIAMETER. 3501 DEEP IRRIGATION WELL. OWNER: CITY OF SAN BERNARDINO CONTRACTOR: LAYNE-WESTERN COMPANY The following extra work is to be performed, as directed by the Resident Engineer, and the following changes are hereby made to the CONTRACT DOCUMENTS: (1) Drill the Irrigation well an additional 150-feet and place a 14-inch casing in lieu of the 12-inch casing that was specified, in order to increase the production of the well from 500 GPM to approximately 1,000 GPM, at the agreed price of $ 25,709.30. JUSTIFICATION: In the drilling of a well it is never certain what the eventual production capacity will be, and until the boring logs are formulated and evaluated the ultimate production can only be estimated. In this case, by drilling an additional 150-feet and increasing the casing to 14-inches, the production can be doubled. This will mean that the pumps will only have to be on for 12-hours a day and can be run during off-peak hours and the IVDA will receive a discounted energy rate for the irrigation well. The payback of the additional costs will be 2 .17 years. Additionally, the pumps will operate 1/2 of the time, resulting in a substantial long term savings in the operation and maintenance cost of the mechanical equipment.
