Synopsis of Previous Council Action:
On September 18, 1995, the Mayor and Common Council approved a reorganization of the MIS
Division.
On August 5, 1996, the Mayor and Common Council authorized the Police Department to file
application with the Department of Justice for grant funds to purchase new CAD and RMS
computers and software.
On September 16, 1996, the Mayor and Common Council authorized the Police Department to
file application for grant funding of additional imaging stations and 80 laptop computers.
On October 16, 1996, the Council Personnel Committee recommended this item
for approval .
Recommended Motion:
1. Add one (1) position of Programmer Analyst, Range 3428, $3,753-$4,562/month.
2. Direct the Personnel Director to update Resolution No. 6413, Section Twelve, to reflect
this particular action.
That $31,300 be transferred from Account No. 679-251-5502 to 679-251-5011 to fund
the establishment of the position.

STAFF REPORT
I. BACKGROUND
Janis Ingels, Director of MIS, has recommended adding one (1)position of Programmer
Analyst, Public Safety, to the MIS Division in order to achieve the following goals:
A. Reduce the workload of the Programmer Analyst position currently responsible
for all data communications in the City, as well as all radio communications.
B. Provide technical support to large Public Safety Departments with a dedicated
position, rather than a position already performing other major support roles.
C. Allow for a technical support position to be in place and familiarized with Public
Safety Departments prior to beginning the project of replacing CAD and RMS
hardware and software.
D. Provide dedicated technical support to large Public Safety technology projects
such as:
•new CAD and RMS
•on-going training requirements
•optical document imaging
•MDT's
•laptops
MIS is requesting to add the following one (1) position:

The City has added hardware and software repeatedly over the last six years without
addressing the third component, which is technical support staffing.
Currently, a total of three (3) high-level, technical support positions are attempting to
support GIS, office automation, all business system applications such as financials and
permit tracking, optical document imaging, radios, MDT's, the wide area network,
computer aided dispatching (CAD) and Police Records Management Systems.
Like-size cities average a minimum of two (2) high-level, technical support positions per
major system. San Bernardino has three (3)positions supporting seven (7) major systems
or less than one-half (1/2) of a position per major system.
The position requested would be dedicated solely to the support of all systems and
projects within the Public Safety environment.
The Police Department expects to receive grant funding to replace old CAD and RMS
hardware and software. They are currently involved in optical document imaging. They
are the heaviest user of 800MHz. They have mobile data terminals in their vehicles, and
hope to have programs written for laptop computers to facilitate numerous efficiency
gains for patrol officers.
The Police Department is attempting to leverage technology for every available gain
in speed and efficiency within their operation. A dedicated, high-level, technical
support position is critical to this effort.
The Fire Department currently operates their RMS on a stand alone local area network
made up of mostly older machines. A plan for upgrades, currently in development,
would put the Fire Department on the new systems with Police.
The new technical support position would be tasked with identifying every available
method of automating and updating the Fire Department from a technology perspective.
II. FUNDING & COST
In anticipation of the major technological changes on the horizon for Public Safety,
funding for this critical technical support position was previously budgeted within the
1996-97 MIS budget.
MIS is requesting to add one (1) Programmer Analyst, Range 3428, $3,753-
$4,562/month. The total annual cost is $62,300 including benefits. Compensation for
the remainder of FY 1996-97 (December 1996-June 1997) including variable benefits is
$31,235 (based on six months at Step 1 and one month at Step 2).
Funding in the amount of $42,500 was included in the MIS budget in FY 96-97 for
consultant programmer services. Based on the large Public Safety technology projects
which have been identified, the establishment of a full-time position of Programmer
Analyst was determined to be a more effective long-term solution to the technical support
needs of police/fire.
