POSITION JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the October 21, 1996, Council meeting.

1. Typist Clerk HI (Stevens, Nancy K.) - Appointment
FIRE
Justification:
The Fire Department has a vacant Typist Clerk III position. This leaves the entire
department with one (1) Senior Secretary and one (1) Typist Clerk III. Therefore, when
the Senior Secretary or the one remaining Typist Clerk Ill is ill or on vacation, the
department is left with one clerical staff to handle secretarial/clerical responsibilities for
the Fire Chief, Deputy Chief, Fire Marshal, Training Officer, six (6) Battalion Chiefs
and Disaster Preparedness Division Coordinator.
When this budgeted position is filled, productivity and efficiency levels will increase for
both management and clerical staff. It will also enable management to dedicate more
time towards their duties, which is a savings. The public will be better assisted with
increased phone coverage and counter assistance.
2. Code Compliance Officer H (Vallier, Donald) - Appointment
CODE COMPLIANCE
Justification:
This position is one (1) of three (3) Community Development Block Grant (CDBG)
funded Code Compliance Officer II positions approved by the Mayor and Common
Council in June 1996. These additional positions will bolster the City's neighborhood
revitalization efforts and provide increased code enforcement in areas experiencing severe
blight problems. These positions are critical to the success of the City's anti-blight
efforts.
3. Purchasing Clerk (Robertson, Sheila A.) - Appointment
FINANCE
Justification:
The Purchasing Clerk is a critical, budgeted position for the purchasing operation. Since
this is the only clerical position in the Purchasing Division it is responsible for all of the
clerical functions, including: tracking and inputting purchase requisitions; sending out
and logging in all quotes and bids; maintaining accurate purchasing files, which includes

keeping the vendor listings updated; track and follow-up on questions and issues that
either departments or vendors bring forward; setting up job walks; and so forth.
Through streamlining procedures, downsizing operations and increasing automation, the
Purchasing Division is able to function with only one (1) Clerk position, but it must be
a filled position. Last year, Purchasing processed 1,061 purchase orders. Without the
Purchasing Clerk position being filled, the Assistant Buyer and Purchasing Manager must
do the Purchasing Clerk's duties in addition to their own, slowing down the purchasing
process and lengthening the time for departments to get the items they need to do their
job. The Purchasing Clerk position is included in the Finance Department FY 96-97
budget with full-year funding.
6-8. Police Records Clerk I (Mariani, Christine; Navarro, Marie: Molina, Linda) -
Appointment
POLICE
Justification:
The Police Department Records Bureau has an authorized strength of four (4) Police
Records Clerk II (Supervisors), 26 Police Records Clerk I and five (5) Police
Transcriber positions. Currently, two (2) supervisors, one (1) transcriber and three (3)
Police Records Clerk I positions are unfilled. Additionally, two (2) of the transcribers
are new hires in their training phase and a third is off until December on maternity leave.
This leaves 26 effective positions or a 26% vacancy factor.
The Records Bureau is responsible for processing and distributing all incoming crime,
traffic and arrest reports, transcribing dictated police reports, processing business license
permits, fingerprinting job applicants and serving the public requesting copies of crime
reports. Court mandated case filing deadlines generate daily priorities and work demands
to avoid the "bluesheeting" (release from custody) of persons arrested on felony charges.
Cost savings associated with the vacancies are entirely offset with the requirement to
backfill these positions with Police Records Clerks, Community Service Representatives
and Typist Clerks working on an overtime basis. Many lower priority tasks are delayed
due to staffing deficiencies.
Filling these three (3) positions will reduce the need to utilize overtime to maintain
essential operations, increase the efficiency of the Records Bureau, improve morale and
reduce stress, and improve the level of service delivered to the public and department
personnel. The Police Records Clerk I vacancies will be filled.

9. Account Clerk II (Bryson. Sadie) - Appointment
FINANCE
Justification:
The Account Clerk II position in Finance, approved in the current budget, is responsible
for duties related to collection matters including subrogation, accounts receivable and
returned checks. The collection is critical to revenue enhancement.
During the period the Account Clerk II position has been vacant, collection duties have
had to be distributed among various Finance staff, since there was no one employee able
to handle their regular duties plus all the collection duties. The key to effective
collection programs is close monitoring and timely follow-up in each instance. The
current situation has resulted in delays in follow-up, making collection of delinquent
accounts more difficult.
The number of miscellaneous accounts receivables, bad checks, subrogation transactions
and collection attempts on police and ambulance fees exceeds 2,000 per year. Timely
and often repeated correspondence is necessary in each instance.
