STAFF REPORT
Chapter 13 . 32 of the San Bernardino Municipal Code was amended to
allow for the acceptance of domestic liquid waste at the septic
receiving station located at the City of San Bernardino Water
Reclamation Plant and to allow for the setting of the charges. -
The Environmental Control Section of the Water Reclamation Division
conducted a study in order to determine the costs involved to
provide disposal, treatment, permitting, compliance and monitoring
necessary to adequately fund and maintain the septic disposal
facility and at the same time, comply with the various federal and
state laws regarding waste disposal. The proposed rate to meet the
needs represented by the study is:
Domestic Liquid Waste Disposal Fee $0.02 per gallon
Chapter 13 . 32 of the San Bernardino Municipal Code establishes
requirements which regulate charges of wastewater to the public
sewer system and/or wastewater treatment facility. Chapter
13 . 32.040 provides for the setting of user charges and fees which
are equitable and allow for adequate financing and funding of
various operations and maintenance of the public sewer and
wastewater treatment facilities. Chapter 13. 32. 180 was amended to
include the establishment and collection of domestic liquid waste
fees. The implementation of said changes will be accomplished by
repealing Resolution Nos. 95-101 and 95-367 and adopting a
resolution fixing and establishing charges for sewer and liquid
waste disposal services at the Water Reclamation Plant.

As per you request I have made the appropriate revisions to our proposed rule and
regulations governing the septic waste program.
To establish a 2¢ per gallon charge for septic waste a public hearing and revision of
Resolution No. 385 will be necessary. The other fees (permit, sampling, inspection)
established by this resolution can be utilized with modification to the existing language.
The resolution established a fee for Industrial Waste Discharge permit at $75, which can
be modified to include Liquid Waste Discharge Permit (ex. Industrial Waste Discharge
Permit/Liquid Waste Discharge Permit-------fee $75.) These are my recommended
modifications to hasten this project.
