Staff Report - Request for Council Action
Subject : Request for Authorization for Temporary Filling of
General Building Inspector Position
Mayor and Council Meeting of 8/5/96
The Planning and Building Services Department is entering into an
emergency situation concerning the availability of building
inspectors to conduct mandated inspections . This problem has been
caused by three factors .
1 . The progress of the Superblock building and parking
structure which will require a full-time staff
inspector. An Expanded Program Change Request
(attached) was submitted in April, 1996 recognizing
the need for additional staff due to the magnitude
of this project . Please note that the City has
collected $119, 000 in building permit fees to pay
for inspection services .
2 . An existing General Building Inspector is on
administrative leave and the department is in the
process of vacating the position. Finalizing the
required Civil Service process may take several
more months .
3 . Building inspection demand has been increasing with
new construction, especially new homes . Prior to
this increase, building inspection capability was
already stretched and without unused inspection
capacity.
If construction continues to increase, we may need to return to
Council for the additional funding mentioned in Item No. 1 above .
The need for additional capacity is reflected in the fact that each
inspector is averaging 17 calls per day when the average should be
12 to 15 . More importantly, we are unable to meet the inspection
demand from contractors, homeowners and developers for projects
under construction in the City. For example, in May we were unable
to respond to 129 inspection requests within the standard time of
24 hours . This resulted in delays to projects and numerous
complaints from dissatisfied customers . Other responsibilities of
building inspectors, including special investigations, response to
complaints regarding unpermitted construction, inspection reports,
etc . are not being met in a timely manner.
Recommendation
That the Council authorize the Department to temporarily fill the
General Building Inspector position based on the short-term
immediate need to bring on a temporary inspector to replace the
inspector discussed in Item No. 2 above, and the overall on-going
demand for inspection services due to construction projects in the
City.

Superblock Building Inspection Services
Building inspection services needed for the Superblock project will
severely impact existing building inspection resources . The duration
of the project is anticipated to be 18 months . Due to the complexity
of the project and the need to provide the most expedient and consistent
service, it will require the assignment of one Senior Building
Inspector. Building permit revenue from the project is estimated to
total $119 , 092 . The Department is proposing additional funding of
$50, 000 for one (1) temporary senior level inspector position for
Fiscal Year 1996-7 .
