Description) N/A Finance: Council Notes: �S�I�gG Agenda Item No. Q 9 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Staff is requesting authorization to proceed with the second phase of the development of a Material Recovery Facility and Transfer Station for the City. On May 12, 1995, the Mayor authorized staff to release a Request for Qualifications (RFQ) for the design, construction, management and operation of a Material Recovery Facility/Transfer Station (MRF/TS) within the City. As a result of this process, fourteen firms submitted responses to this RFQ. Under the chairmanship of the Mayor, staff assembled a volunteer evaluation team consisting of four individuals with background in various aspects of solid waste, recycling, environmental engineering and public financing. The members of the team consisted of: Tony Andrade, Director of Finance for the City of Garden Grove; Gary Liss, Executive Director of the California Resource Recovery Association; John Davis, Executive Director of the Mojave Desert Mountain Solid Waste Joint Powers Authority; and Tom Dodson, Dodson and Associates. Working with staff, this evaluation team developed an appropriate evaluation criteria for the RFQ process and conducted an evaluation of the submittals. The evaluation process consisted of a ranking scale on twenty-seven items with five items on a pass or fail basis. The maximum number of points was 336; the minimum acceptable point total was 225. In May 1996, the evaluation process was completed and six vendors,successfully received points greater than the minimum 225 points. These six vendors include Browning Ferris Industries (BFI), Burrtec Waste Industries, Norcal Engineering and Construction, Taormina Industries, Waste Management, Inc. and Western Waste Industries. Phase II of the MRF/TS process consists of the following tasks: 1) Updating the current feasibility of developing a MRF/TS within the City, including siting, financial requirements and waste flow assessment; 2) If feasible, development of a Request for Proposal document to be submitted to the six successful firms for response; and, 3) Evaluation of submittals and recommendation for award of project. Staff has included in the FY96-97 budget (527-415-5502) $70,000 for this process. To accomplish Phase II, staff intends to solicit the services of an engineering and consulting firm to provide technical assistance to staff. Staff expects to issue a Request for Proposal for this technical assistance upon Council authorization. Award of this RFP for the technical services will be brought before Council for approval. The results of feasibility study will be presented to Council, prior to proceeding with the development and issuance of the RFP for the MRF/TS. This will be phase one of a selection process. Phase two will involve submission of a detailed proposal by the qualified firms. It is the City's desire to host a Material Recovery Facility located within the City that is capable of providing service to the City,with expansion capabilities to service the surrounding jurisdictions. The City desires to explore various ownership and operational arrangements which will provide flexibility and maximum revenues to the City, including, but not limited to public/private partnerships or cooperative arrangements with other jurisdictions located within the East Valley area of San Bernardino County. Firms that submit a statement of qualifications and letter of interest and meet the City's minimum qualification threshold, will be invited to submit a detailed proposal in the second round. The proposal will be used to identify the most efficient, feasible and cost effective operation and facility to meet the City's needs. Interested firms are requested to submit a letter of interest and statement of qualifications,limited to a maximum of twelve pages, not including appendixes or brochures. Your letter and statement of qualifications should include the following information: A. Experience,background and qualifications of your firm. B. General summary of approaches and methodology to be used to accomplish development of a Material Recovery Facility within the City. C. Project related staffing and professional background of project staff. D. Resources available to your firm for implementation and operation of the facility, including financing, technology or markets. E. Current recycling and transfer facilities that your firm is operating. F. References to recent projects including contact persons and telephone numbers. The selection of the most qualified firm or firms to provide these services will be based on a two (2) part review process. Part one will consist of a review of the qualifications of all respondents to this request and establishment of a final list of qualified vendors. Such qualifications may include,but are not limited to,number of facilities developed,years of experience, financial resources,and their overall approach to meeting the City's needs.Part two will be as follows: PRIDE 1 0 0 N O R T H 0 S T R E E T . Those firms deemed qualified will be sent a Request for Proposal. This request will state in more specific detail the requirements of the facility,including but not limited to, cost and benefit analysis,facility design, project staffing, time schedules for implementation, and how the facility will be operated following construction. 2. Following the review of written proposals, an interview may be conducted,depending on the conditions involved. 3. The top two or three qualified firms from this review may be invited to present their final proposals to City Council for their consideration. Vendors are strongly recommended not to contact the City Council prior to this step. Letters may be hand delivered to the Public Services Department, Fourth Floor, City Hall. In undertaking the process, it is the City of San Bernardino's desire to accomplish the following goals for this project: A. Provide San Bernardino and surrounding communities with high quality, cost competitive recycling and waste diversion services that comply with state laws and regulations. B. Provide a vehicle for the City to adequately control and manage the City's waste stream and future disposal costs while guaranteeing compliance with State diversion mandates. C. Maximize revenues to the City through sale of recyclable materials, host fees, franchise fees or other revenue enhancements. Currently the Public Services Department has or is anticipating entering into contractual arrangements with other contractors to process green waste materials and commingled materials. These arrangements are for a two year period with three,one- year options for a maximum of five years,subject to Council approval. The agreements allow the City to provide for interim processing of materials while allowing the City time to evaluate and plan for future recycling and waste management facilities.
