CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The State of California, Office of Traffic Safety (OTS)
is charged with the responsibility of disbursing grant funds to
Counties and Cities for the purpose of reducing traffic
accidents. A letter was sent by the OTS to local agencies
requesting proposals for grants.
In response to this letter, a proposal was submitted for
a grant to finance the acquisition cost of software, PC with
printer, 8 traffic volume counters and a video camera. Notifica-
tion has been received that our proposal has been included on the
list of grants that are eligible for funding. It was necessary
for a representative to attend a two-day conference in San
Francisco, in order for our proposal to be considered.
The amount designated for this grant is $25 , 000 . These
funds will be used to finance the purchase of the following
equipment:
Traffic Collision Software - $ 8 , 400
PC with Printer - 6 , 600
Traffic Volume Counters (8 @ 1 , 125) 9 , 000
Video Camera 1 , 000
Total Grant Funds - $ 25 , 000
We have been working with the Police Department and MIS
for some time to acquire traffic accident data. It is hoped that
this process will be completed in the near future. The traffic
records and engineering system acquired with the grant funds will
process the traffic accident data from the Police Department and
allow for traffic engineering analysis to identify high accident
locations and develop appropriate mitigation measures.
An OTS standard form Traffic Safety Project Agreement has
been developed for this grant. This Agreement includes a project
description, schedule, detailed budget estimate, and responsibil-
ities of the City. The grant funds will be available as of 10-1-
96 .
The traffic records and engineering system acquired
through this grant will be operated by existing Traffic
Engineering personnel.
No local matching funds will be required. However, it
will be ncessary for the City to expend the funds and submit an
application to OTS for reimbursement. All costs incurred will be
charged to Account No. 123-501-5702 .
We recommend that authorization be granted to execute the
required Traffic Safety Project Agreement for the $25 ,000 grant.

BACKGROUND
A. GENERAL CHARACTERISTICS -
The City of San Bernardino has a population of approximately 187, 000 and
an area of 60 square miles, making it the largest city in the County of
San Bernardino. The city is strategically located at the foothills of
San Bernardino Mountains, making it the gateway to mountain communities,
as well as the upper and lower desert communities. San Bernardino
residents have excellent access to the Los Angeles and Orange County
freeway system.
B. STREETS and HIGHWAYS -
The roadway system in San Bernardino consists of 560 miles of paved
roadways, including 217 signalized intersections. The city is traversed
by four freeways and three State Highways.
C. OPERATING DEPARTMENTS -
The Traffic Engineering Section of the Public Works Department consists
of five personnel: a traffic engineer and four technicians, at various
levels. The Traffic Section is responsible for many engineering and
operational functions, including traffic safety evaluation of city
streets. City staff also provide full support to the traffic signals
system (operation timing and maintenance) .
D. EXISTING SYSTEMS -
Currently, there is no computerized collision database available to the
Traffic Section. Collision reports are input into a database that is
only available to sworn personnel of the Police Department. We have
been working, unsuccessfully, for years to modify the database in order
to gain access. Traffic Engineering staff mainly rely on SWITRS reports
to search for collision locations.
PROBLEM STATEMENT `
The City of San Bernardino, historically, has been one of the fastest
growing communities. The recent closure of Norton Air Force Base has

prompted an aggressive redevelopment plan for the base. Recently, an
international airport was created and a World Trade Center is under
construction. This translates to tremendous growth for the next 10 to
20 years.
It has been determined through several studies, including a 1991 safety
evaluation by the Institute of Transportation Studies (ITS) , university
of California at Berkeley, that our city ranks poorly in traffic safety
compared to other California cities. Specifically, the city ranks 41st
statewide and 5th of 30 in our population category, with regard to
general collisions. Additionally, the ITS study has cited a deficiency
in traffic records, and therefore recommended improvements to the
collisions reporting and engineering study program.
ATTEMPTS TO SOLVE THE PROBLEM
To achieve an adequate traffic collision records and engineering
program, two primary problems must be resolved:
a) Improve the current collision record system. For the past 8
years, the City Traffic Engineer was working with the Police
Department to modify their collision record system to be
suitable for engineering analysis program. The software
program was finally modified in July 1995 to accept new field
entries. However, the modification does not allow the
generation of reports and collision diagrams and can not be
accessed by engineering staff
b) Several attempts were made to modify the collision records
software to allow generation of standard collision reports,
however the cost of modifying the software was deemed excessive
PROJECT GOALS
Develop a computerized collision database and analysis system to help

PROJECT OBJECTIVES
a) Transfer approximately 5300 collision records (currently in
a main-frame database) to ASCII format. Repeat this process,
monthly, to add subsequent new records (approx. 310/month)
b) Load the ASCII database into a PC and utilize a dedicated
collision analysis software to perform various tasks, such as,
plotting collision diagrams, generating reports and priority
lists
C) Collect comprehensive traffic counts to calculate collision
rates
d) Develop priority lists of high collision locations, perform
field investigation on top to locations, to identify and
implement proper corrective measures
e) Properly allocate police staff to high violation locations,
where selective enforcement may achieve a reduction in
collisions
f) Meet with police staff to jointly attempt develop procedures for
connecting the two systems, and cooperate in sharing the
collision data in order to aid both departments in addressing
high collision locations
METHOD OF PROCEDURE
Phase I (October 1, 1996 - January 31, 1997) :
1. Acquire the collision analyses software and all of the
equipments (PC system, traffic counters, video camera, etc. )
2 . Install and configure the software to run on the PC.
3 . Convert the collision database into ASCII format
4. Test the system for reliability
Phase II (February 1, 1997 - May 30, 1997) :
1. Generate collision reports and diagrams.
2 . Develop priority lists of high collision locations.
3 . Implement a citywide count program to supplement existing one
4 . Train staff to use the system

Phase III (June 1, 1997 - August 30, 1997:
1. Conduct traffic engineering investigation on top 10 high
collision locations

Committee for review and recommendation
Phase IV (September 1, 1997 - Ongoing) :
1. Propose implementation of previously recommended mitigations
2 . Conduct "before and after" studies to determine the
effectiveness of implemented corrective measures
3 . Repeat the entire program cycle on a regular basis
METHOD OF EVALUATION
Once collision reports and diagrams are generated, priority lists will
be established based on collision rates. When improvements are made to
specific high collision location, a "before and after" evaluation study
will be conducted 6 and 12 month after implementing the improvement.
The evaluation will take in account not only the reduction of collision
rates, but also the severity and type of collisions.
After a year or two of the implementation of this program, it should be
possible to evaluate its, effectiveness on citywide traffic safety.
Total collisions, severity and rates will be compared.
STATEMENT OF INTENT
We have considered the continuing operational costs of implementing this
program, and it is the intent of the city to continue maintaining and
operating this Traffic Records and Engineering Program, developed by
this project, as a part of the city's ongoing operational activity. The
city intends to absorb the entire cost of this project after the
expiration date.

Developing a working traffic collision database for traffic engineering
has been a high priority for quite some time. Unfortunately, our
efforts were not successful, mainly due to financial constrains.
Implementation of this project will be given a high priority by this
department

The agency requires a total of $25, 000.00 to implement the program. The

investigation, presentations to the Traffic Safety Committee and other
public safety education programs.
The City may acquire, depending on availability of funds, other
equipments and tools relevant to this program

It is understood and agreed by the Project Director and Authorizing Official that any grant received as a result of this
Agreement is subject to all federal and state regulations governing grants and to those controls expressed in the
California Traffic Grant Program Manuals which include, but are not limited to:
(a) Only verified participating costs resulting from activities described in this Agreement will be eligible for
reimbursement;
(b) Progress Reports and Reimbursement Claims must be submitted by the Project Director to the Office of Traffic Safety
on January 30, April 30, July 31, and October 31, during each year of project operation;
(c) Failure to submit completed, correct, and timely Quarterly Reports and Reimbursement Claims may result in the
withholding or disallowance of grant funds, the reduction or termination of grant funds, and/or the denial of future
grand funding.
(d) Claims submitted for the period ending September 30 must be received no later than December 10. If a September 30
cliam is submitted after December 10, OTS will consider the prior claim as the year end claim in order to close out
the Federal Fiscal Year.
(e) All project accounting records and supporting documents must be retained for audit purposes, for at least three (3)
years after receipt of final payment;
(f) A final project report must be submitted to the Office of Traffic Safety within 60 days after the termination date of
the project;
(g) All federal assistance projects shall have an audit in accordance with the requirements of Public Law 98-502, also
known as the "Single Audit Act of 1984". Local governments contracting for a single audit shall include a clause in
the contract with the audit firm to permit access by the State to the working papers of the independent auditor. The
contracts should also require that audit working papers be retained and accessible for a minimum of three (3) years.
No alteration or variation of the terms of this Agreement shall be valid unless made in writing and signed by the parties
hereto, and no oral understanding or agreement not incorporated herein shall be binding on any of the parties hereto. OTS
will not consider a request for a grant period time extension unless all necessary paperwork is submitted prior to the
existing grant termination date.
The obligation of grant funds for successive fiscal years of multi-year projects is subject to the availability of federal
funds.
II. GENERAL CERTIFICATIONS
EQUAL OPPORTUNITY ASSURANCE
Pursuant to the requirements of Title VI provisions of the Civil Rights Act of 1964, the certifying applicant acting
through its chief administrative officer, desiring to avail itself of the benefits of Chapter 1, Title 23, United States
Code, and as a condition to obtaining the approval of the Secretary of Transportation and Governor of California of any
highway safety projects as provided for in Title 23, United States Code, Section 105(a), hereby gives its assurance that
all provisions of Equal Opportunity Assurance with regard to the Highway Safety Program will be complied with fully.
MINORITY AND WOMEN BUSINESS ENTERPRISE
(a) "Policy. It is the policy of the Office of Traffic Safety and the certifying applicant that minority and women
business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the
performance of contracts financed in whole or in part with Federal funds under this agreement. Consequently, the
MWBE requirements of 49 CFR Part 23 apply to this agreement."
(b) "MWBE Obligation. The certifying applicant or its contractor agrees to ensure that minority and women business
enterprises as defined in 49 CFR Part 23 have the maximum opportunity to participate in the performance of contracts
and subcontracts financed in whole or in part with Federal funds provided under this agreement. In this regard the
certifying applicant and all contractors shall take all necessary and reasonable steps in accordance with 49 CFR Part
23 to ensure that minority and women business enterprises have the maximum opportunity to compete for and perform
contracts. The certifying applicant and its contractors shall not discriminate on the basis of race, color, national
origin, or sex in the award and performance of DOT assisted contracts."
SECTION 504. REHABILITATION ACT OF 1973
Pursuant to Section 504 of the Rehabilitation Act of 1973, no qualified handicapped person shall, because of a certifying
applicant's facilities are inaccessible to or unusable by, handicapped persons, be denied the benefits of, be excluded
from participation in, or otherwise be subjected to discrimination under any program or activity funded under the Highway
Safety Act of 1966 (U.S. Code, Title 23, Section 402 et. seq.).

HATCH ACT
All employees of this certifying applicant whose principal employment is in connection with any Highway Safety Project
financed in whole or in part by loans or grants under the Highway Safety Act of 1966 have been made aware of the
provisions of Section 12(a) of the Hatch Act [5.U.S.C. 118k(a)].
NON-DUPLICATION OF GRANT FUND EXPENDITURE
The certifying applicant has no ongoing or completed projects under agreement with TOPICS, CCCJ (LEAA), HEW, or other
Federal fund sources, which duplicate or overlap any work contemplated or described in this Traffic Safety Project.
It is further agreed that any pending or proposed request for other Federal grant funds which would duplicate or overlap
work under this Traffic Safety Project, will be revised to exclude any such duplication of grant fund expenditures.
It is understood that any such duplication of Federal fund expenditures subsequently determined by audit will be subject
to recovery by the Office of Traffic Safety.
LOBBYING RESTRICTIONS
The undersigned certifies, to the best of his or her knowledge and belief, that:
(a) No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned, to any person for
influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or
employee of Congress, or an employee of a Member of Congress in connection with the awarding of any Federal contract,
the making of any Federal grant, the making of any Federal loan, the entering into of any cooperative agreement, and
the extension, continuation, renewal, amendment, or modification of any Federal contract, grant, loan, or cooperative
agreement.
(b) If any funds other than Federal appropriated funds have been paid or will be paid to any person for influencing or
attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of

This certification is a material representation of fact upon which reliance was placed when this transaction was made or
entered into. Submission of this certification is a prerequisite for making or entering into this transaction imposed by

penalty of not less than 510,000 and not more than 5100,000 for each such failure.
RECYCLING
At intervals designated by the State, contractor shall certify in writing, under penalty of perjury, the minimum, if not
exact, percentage of recycled content of materials, goods or supplies offered or products used in the performance of the
contract, pursuant to the requirements of Public Contract Code Section 10223. Contractor may certify that the product
contains zero recycled content. Definitions of recycled content are contained in Public Contract Code Sections 12161 and
12200.
