Concern has been expressed by several people over the
traffic conditions at Tippecanoe Avenue and Central Avenue/Palm
Meadows Drive. The general consensus of those expressing concern
is that traffic signals are needed to provide for the safe and
orderly movement of traffic.
The Traffic Safety Committee evaluated these concerns at
their meeting of 4-10-96 . An investigation by our Traffic Engi-
neering Section, for the Committee ' s consideration, revealed the
following:
1 . Traffic signal warrants are satisfied.
2 . The 85 percentile speed is about 52 m.p.h. , which is slightly
over the posted speed limit of 45 m.p.h.
3 . There have been 2 accidents in 1994 , 1995 and to date in
1996 , for a total of 6 in 22 years . The predominant pattern
is eastbound vehicles colliding with southbound vehicles .
4 . The eastbound traffic on Central Avenue is 1834 vehicles per
day, and the westbound traffic on Palm Meadows Drive is 325 .
After considering the result of the investigation, the Committee
adopted a motion recommending that the traffic signals be moved
up in the Capital Improvement Program.
The 1995/96 - 1999/00 Capital Improvement Program
includes these traffic signals under the 1998/99 Fiscal Year,
with proposed financing from the Traffic Systems Fee Fund.
At their meeting of 7-17-96 , the IVDA Board authorized

Director to request the City to initiate action
to install traffic signals at this intersection, and approved the
payment of 500 of the cost.
An Underground Utility District has been established for
Norton A.F.B. The phase, along Leland Norton Drive, has been
completed and the second phase along Tippecanoe Avenue, from
Central Avenue to Mill Street and north of the base, is scheduled
for 1997 . We have requested Edison to provide a more specific
time frame.
Installation of traffic signals at this time would create
extensive conflicts with the overhead utility facilities. There-
fore, we recommend that installation of traffic signals be
deferred until after the utilities along Tippecanoe Avenue are
undergrounded.

A small amount of funds, such as $5 , 000 , could be
allocated at this time to allow preliminary engineering to be
commenced. This project could be scheduled for construction to
be started as soon as the utility facilities are undergounded.
Sufficient time would be afforded to negotiate a cost sharing
arrangement with IVDA and identify a source of funds for the
City' s share.
One possible source for the $5 , 000 to finance preliminary
engineering costs is Account No. 250-370-5504-1942 , "Minor
Improvements - Various Locations . "
We recommend that the expenditure of $5 , 000 , for
preliminary engineering, be authorized.
