Synopsis of Previous Council Action:
On August 19. 1996, the Mayor and Common Council approved the final budget for FY 1996-
97. The budget for the Library included funding for Grant Programs for the 1996-97 fiscal
year.

* Establish one (1) Literacy Site Manager position, Grant Funded, at $9.00 per hour.
* Direct the Personnel Department to update Resolution No. 6413, Section Thirteen, to
reflect this particular action.

STAFF REPORT
BACKGROUND
The position of Literacy Site Manager has been written into the partnership agreement between
the San Bernardino City Library Literacy Program and the San Bernardino City Unified School
District. As this is a cooperative effort, each participant involved has designated positions for
the purpose of implementing the activities of the grant. This position oversees the Emmerton
Healthy Start Project located at Emmerton Elementary School.
The Literacy Site Manager is the primary liaison between the Library Literacy Administrator/
Coordinator and the Emmerton Healthy Start Project. The position requirements include:
operating and maintenance of the office on site; supervising tutors; record keeping; report
writing; tracking student enrollment; instructing classes; attending meetings; and, participating
in school functions. A draft job description for the position of Literacy Site Manager is
attached.
COSTING
The grant authorized a salary of$9.00 per hour for the Literacy Site Manager position. There
will be no impact to the General Fund, because this position is federally funded.
RECOMMENDATIONS
The proposed job description will be submitted to the Civil Service Board for approval. Based
on the foregoing, recommendations include:
* Establish one (1) Literacy Site Manager position at $9.00 per hour.
* Direct the Personnel Department to update Resolution No. 6413, Section Thirteen, to
reflect this particular action.

LITERACY SITE MANAGER
(Library Literacy Program)
JOB DESCRIPTION
Under general supervision of the Literacy Project Administrator,
plans, teaches and implements literacy tutor training
workshops/classes for the San Bernardino Public Library Grant
Program; and, acts as liaison between collaborate partners,
performs counseling, record keeping and administrative tasks; and,
performs related duties as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Plans, develops, and conducts tutor training workshops for
volunteer tutors; recruits, interviews and trains volunteer tutors;
recruits interviews and tests adult learners; matches learners with
tutors; gathers statistical data for quarterly State reports; works
with the Literacy Program committee in long range planning, goal
setting and objectives; routinely adheres to and maintains a
positive attitude towards City and Department goals; supervises
staff, performs record keeping and report writing activities; and
performs Literacy Program management related work as required.

MINIMUM QUALIFICATIONS
Bachelor's degree in literal arts, elementary or secondary
education, or a closely related field and three (3) years classroom
teaching experience and two (2) years of literacy training.
Possession of a valid Class "C" California Driver's License is
required.
GENERAL QUALIFICATIONS
Knowledge of:
Computer terminal operating methods;
Reading difficulties and reading levels;
Basic principles of public relations;
English usage and grammar;
Data gathering and organization techniques;
Basic principles of report writing;
Modern office equipment operation;
Business mathematics.
Ability to:
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Learn and apply literacy training methods, to assist adults in
the use of literacy and library materials;
Communicate clearly and concisely both orally and in writing;
Maintain accurate statistical records, and prepare clear
concise reports;
Establish and maintain effective relationships with all those
contacted in the course of work;
Work effectively with people in various age groups;
Maintain the confidentiality of privileged information;
Operate a vehicle observing legal and defensive driving
practices;
Learn operating procedures for various types of equipment such
as VCR, slide projector, overhead projector, tape
recorder, etc.
Work indoors and out in a variety of environmental conditions
including exposure to heat, cold, noises and dust;
Transport materials and supplies weighing up to 75 pounds.
ORGANIZATIONAL RELATIONSHIPS
The Literacy Site Manager is a grant-funded position in the San
Bernardino Public Library Literacy Program. Works under the
supervision of the Literacy Project Administrator.
