STAFF REPORT
Item No. 25 on the Council agenda for the meeting of 8-
05-96 was to modify parking control provisions in the vicinity of
the new Stampede Stadium, in order to avoid creating any traffic
hazards .
This item was continued to the meeting of 8-19-96 , due to
a concern voiced by Cordova ' s Tailor Shop. The concern is due to
the fact that this business stays open for business until 9 : 00
p.m. , and the proposed no parking restriction from 7 : 00 p.m. to
7 . 00 a.m. would result in on--street parking being lost for the
last two hours they are open.
There is a green 20 minute zone in front of this
business . It was planned to remove this special purpose zone,
since the annual fee had not been paid. However, Mr. Cordova now
intends to pay this fee, in order to retain the 20-minute zone.
Retention of the 20-minute zone will address Mr.
Cordova' s concerns, since the no parking restriction will not
apply to this special use zone.
We recommend that the proposed modifications to parking
control in the vicinity of the new baseball stadium be approved.

Several concerns have been raised by the Stampede
Management and by City Staff relative to the effects that the new
baseball stadium will have on on-street parking. Some of these
concerns are: unsafe travel due to parked vehicles, long term
parking by baseball fans, and the possibility that baseballs, hit
over the fence, will damage parked vehicles .
The Traffic Engineering Section conducted an investiga-
tion relative to these concerns. The Streets included in our
study are : "E" Street, Rialto Avenue, Mill Street, "G" Street,
and Athol Street. The following are the results of the investi-
gation and our recommendations to help resolve these concerns:
"E" Street, from Rialto Avenue to Mill Street, and Athol Street,
from "E" Street to Stoddard Avenue
• Eliminate parking entirely on the west side of "E" Street,
adjacent to the stadium.
• Prohibit parking from 7 : 00 p.m. to 7 : 00 a.m. on the east side
of "E" Street. Most of the businesses in this area close by
6 : 00 p.m. Consequently, prohibiting parking after 7 : 00 p.m.
will not have an adverse impact.
A large majority of businesses are in favor_ of the overnight
parking prohibition. Some welcome the idea in hope that this
action will help deter crime in the area since vehicles will
not be allowed to park on the street in front of their shops .
One notable exception is the owner of Cordova ' s Taylor Shop.
His concern is, mainly, that parking will be prohibited during
two of his business hours. His business closes at 9 : 00 p.m.
This property, however, has off-street parking. Consequently,
it is not expected that the business will be adversely
impacted to a great extent.
• Extend the 2-hour limitation to include Sundays .
• Prohibit parking on the following streets :
a) "E" Street, on the east side, from Mill Street to 500 feet
north, in response to a request by Helig-Meyer' s Furniture
Store.
b) Rialto Avenue, from I-215 to "E" Street, except for the
widened section.
c) Mill Street, from "E" Street to "H" Streeet, since the ad-
joining businesses were developed with the condition of no
on-street parking.
On "G" Street, from Mill Street to north property line of
stadium, the 2-hour limited parking signs will be replaced.

These proposed restrictions and limitations have been
developed in conjunction with the Stampede management, in
order to provide property traffic and parking control for the
stadium.
