Recommended motion:
1 . That the to consider the temporary closure
of Dumas Street, from Washington Avenue to East Twin Creek
Channel , pursuant to Section 21101 . 4 of the California
Vehicle Code, in order to curtail illegal dumping, be closed.
And
2 . Adopt resolution.

STAFF REPORT
A request was received from our Water Department for
Dumas Street to be vacated, between Washington Avenue and the
East Twin Creek Flood Control Channel. This request was
predicated upon the desire to curtail illegal dumping.
The City of Riverside was notified of the proposed street
vacation, since they own an abutting parcel. Due to the fact
that Dumas Street is the sole means of access to this parcel, the
City of Riverside submitted a protest.
After reviewing this protest, our Water Department
withdrew their request for vacation of Dumas Street.
The Water Department has submitted an alternate request
that authorization be granted to temporarily close this section
of Dumas Street. Granting this authority will allow the Water
Department to install a chain link fence to close this street to
traffic. A gate will be provided in the fence, and keys
furnished to the City of Riverside and any utility company that
needs access to maintain their facilities .
The City of Riverside is in concurrence with the
temporary closing of this section of Dumas Street.
All abutting parcels are vacant, and owned by the City of
San Bernardino Water Department, except for the one owned by the
City of Riverside.
Notices of the proposed street vacation were sent to all
affected City Departments, utility companies, and abutting
property owners . The only protest received was from the City of
Riverside. Since none of the other parties objected to the
vacation, there is no reason to believe that they would protest
the temporary closure.
Section 21101 . 4 , "Local Authority to Temporarily Close
Highway Criminal Activity, " allows a local authority to close a
street, after a public hearing, for up to 18 months when certain
conditions are met. The 18-month period may be extended for one
additional period of not more than 18 months.
We recommend that the public hearing be closed, and the
temporary closure of Dumas Street be approved.

Copies:
Pursuant to Section 21101 .4 of the California Vehicle Code, I agree
with Public Works on the need to temporarily close Dumas St . , west
from Washington Av. to Twin Creek to help curtail continual illegal
dumping.
A survey of the area was completed by Area "A" personnel . The only
concern noted was the residence located on the south side of the
"T" intersection of Dumas St . and Washington Av. This address is
141 Dumas St . and is owned by Louise Lewis . Ms . Lewis resides at
194 Dumas St . (phone is 889-6311) . The house at 141 Dumas St . is
now vacant . Ms. Lewis is in the process of refurbishing it to
rent . The property extends 51 ft . west of Washington Av. If the
temporary closure extends west, from the property line, then access
would not be obstructed.

SUBJECT: TEMPORARY CLOSURE OF DUMAS STREET

COPIES:
The Water Department has experienced considerable expense and staff
time cleaning up debris in the vicinity of Dumas and Washington
Streets. Dumas Street dead ends just west of Washington Street at
the San Bernardino County Flood Control Channel, and is ideal for
people who want to dump their trash and debris including tires,
couches and yard clippings. We filled 30 and 40 yard dumpsters
with debris in the months of September, October and November 1995.
In addition to the dumping activities, we have had several
employees who work at the Water Reclamation Plant, report being
shot at with the shots originating from the vicinity of Dumas
Street.
Temporary closure would help the Water Department control the
dumping of debris and protection of our employees.
