Recommended motion:
That Change Order No. 13 to the contract with Riverside Construction,
for improvement of access roads and parking facilities for the
passenger terminal for the San Bernardino Trade Center & International
Airport, in accordance with Plan No. 9283 , be approved; to authorize
additional compensation to the Contractor for installation of 4 extra
water services, installation of a street light at, the intersection of
3rd St. and Leland Norton Way, and raising 2 existing fire hydrants to
grade, on a time and materials basis, at a total cost of $21 , 296 . 38 ;
for a net increase to contract price from $2 , 724 , 097 . 63 to
$2 , 745 , 394 . 01 .

The Federal Economic Development Administration has re-
viewed this proposed change order and are in agreement.
Funds to finance the additional cost due to Change Order
No. 13 will be provided from the following sources :
Economic Development Administration - 75%
Inland Valley Development Agency - 250
No City funds will be used to finance any portion of the
cost of this change order. The total estimated project cost,
based upon the actual low bid price, included an amount of
$281 , 686 for contingencies, which can be used to finance the cost
of this change order.
All costs incurred for this extra work will be charged to
Account No. 242-362-5504-7038 , and billed to the EDA grant and
IVDA.
We recommend that Change Order No. 13 be approved.

NAME OF PROJECT: PASSENGER TERMINAL ACCESS ROADS AND PARKING
FACILITIES; SAN BERNARDINO INTERNATIONAL AIRPORT
OWNER: CITY OF SAN BERNARDINO
CONTRACTOR: RIVERSIDE CONSTRUCTION
The following extra work is to be performed, as directed by the
Resident Engineer, and the following changes are hereby made to the
CONTRACT DOCUMENTS:
(1) Installation of 4-new water services at various locations, as
requested by the SBIAA, on a time and material basis, at a total
cost of $ 15,805.82 .
(2) Raise 2-existing fire hydrants and cap an existing water
mainline not indicated on the plans, on a time and material basis,
at a total cost of $ 2,844.56.
(3) Install an additional street light with conduit and wiring, at
the intersection of Leland Norton Way and 3rd Street, at the agreed
price of $ 2,646.00.
JUSTIFICATION:
Additional existing water mainlines were discovered During the
installation of the new water mainline, 4-existing water services
laterals not identified on the plans and were required for the
operation of the airport facilities. Each of these lines had to be
tied into the new 12-inch mainline.
Several existing fire hydrants had to be either raised or lowered
in order to match the new street elevation and one waterline not
indicated on the plans had to be capped.
The Traffic Signal that was to be installed at the intersection of
Leland Norton Way and 3rd Street was not incorporated into the
contract as a deductive alternate, however, it will be necessary to
install a street light at that location since there are no existing
street lights at the new intersection.
