POSITION JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the August 19, 1996, Council meeting.

1. EQuipment Mechanic H - One (1) position - Promotional (David Stevenson)
Equipment Mechanic I - One (1) position - Appointment (Cornelius Robinson)
Public Services Department/Fleet Division
Justification:
The Automotive' Shop has preventative maintenance and repair responsibility for 396
automobiles and light-duty trucks. The Automotive Shop has eight (8) full-time positions
budgeted, equating to a ratio of 92 vehicles per mechanic. The standard industry ratio
is 40 vehicles per mechanic.
In-house preventative maintenance programs ensure higher quality and safety standards.
Vehicles and equipment can be better maintained in a timely manner, without resorting
to outside sources resulting in longer service delays and higher costs.
Equipment Mechanic I's responsibilities include routine servicing of equipment light-duty
repairs. Equipment Mechanic II's are responsible for bumper-to-bumper vehicle repairs,
maintenance, troubleshooting, major component repair and replacement.
2. Coordinator of Volunteers - Promotional (Penny Nelson)
Parks, Recreation & Community Services Department
Justification:
The Coordinator of Volunteers is a grant position serving both the Retired Senior
Volunteer Program (RSVP) and Senior Companion Program (SCP) federally funded
programs.
The position is essential in coordinating the recruitment, training, reporting and
recognition of volunteers for the RSVP and SCP programs.
The position is vacant due to the individual previously in this position being promoted
to RSVP Coordinator.
The position is critical to maintaining continuity in the coordination and continuous
recruitment of volunteers for these programs.
There is no cost to the General Fund.

3. Accountant II - One (1) position - Promotional (Judith Rubio)
Finance Department
Justification:
A higher level of technical accounting work is needed in order to respond to the Finance
Department's workload in preparing for the audit. Finance is in the process of closing
the books and preparing schedules for the last Fiscal Year, FY 95-96. The auditors are
due in mid-September 1996. This is a critical time of year for Finance Department staff,
with completing the budget for the new Fiscal Year and preparing for the audit of the
prior Fiscal Year.
4. Dispatcher I - Two (2) Appointments (James Bare, Kenneth Conner)
Police Department
Justification:
The Police Department Communications Center has an authorized strength of 21
Dispatcher I/II positions. Currently, 16 of these positions are filled, leaving five (5)
vacancies. Additionally, one Dispatcher I has submitted a resignation letter effective late
August, and a Dispatcher II is off much of the time undergoing medical treatment. This
leaves us with 14 effective positions or a 33% vacancy factor.
Cost savings associated with vacancies are entirely offset with backfilling these positions
with full-time dispatchers, community service representatives or police officers working
on an overtime basis. Oftentimes, non-dispatch trained replacements impact the level of
quality service provided to the public due to their lack of familiarity with CAD
operations.
Filling these positions and reducing our vacancies will begin to offset the chronic need
to use overtime to backfill these vacant positions, increase the efficiency of the
Communications Center and improve the level of service delivered to the public.
Further, dispatcher stress caused by working understaffed will be reduced and morale
will be improved.

5. Project Coordinator - Appointment (Provisional) (Jill Fonzi)
City Administrator's Office
Justification:
In December 1994, a Project Coordinator position for the Landlord Certification Program
was established as one element of the Rental Housing Program which was approved by
the Mayor and Common Council as a pilot program for a one year period. Because the
program was approved for one year only and because of the difficulty in hiring for a
provisional position, Jeanne' Fitzpatrick, Administrative Analyst for the City
Administrator's Office, accepted the position for the one year in order to implement the
project. In May 1996, the Mayor and Common Council approved the continuation of
the Rental Housing Program for an additional three years. The first year of the project
has been fulfilled and completed by Mrs. Fitzpatrick; thus, the hiring of a new Project
Coordinator is essential for the continuation of this program and the fulfillment of the
three-year extension.
