STAFF REPORT
The City's decision to use 800 megahertz trunked radio technology
involved the installation of Centra-com II CRT consoles.
The Centra-com II console is "mission critical" hardware. It
enables the radio dispatcher to talk to the different groups of
officers and City employees in the field and to communicate with
outside agencies.
The County of San Bernardino's Radio Division has the necessary
expertise and experience in Centra-com II console maintenance, and
the close proximity offers reasonable response time when problems
occur.
This agreement, in the amount of $10,462.50, covers the cost of
maintaining the consoles the remainder of 94/95 fiscal year and
will be renewable annually at the beginning of each fiscal year.
The annual figure is $41,850. 00.

STAFF REPORT
In 1994 , the City purchased an 800 megahertz trunked radio system.
The County of San Bernardino Radio Operations Division provides
maintenance services of 800 Mhz mobile and portable radios at their
local shop at 777 East Rialto Avenue here in San Bernardino.
This agreement provides for maintenance of the City's 300 STX
portables and 325 Spectra mobile radios by the County radio
communications operation at a fee of $6. 00 per month, per radio.
The total monthly charge for the City's fleet of radios is
$3,750. 00.
This agreement, in the amount of $11,250. 00, covers the remainder
of fiscal year 94/95 and is renewable annually at the beginning of
each fiscal year. The total annual figure will depend on the total
mobiles and portables supported, but is estimated at $45, 000. 00.

Over the last several months, the City has been in the process of
moving to a new 800 megahertz trunked simulcast radio system.
The system is currently being integrated by the Radio Division of
the County of San Bernardino Office of Management Services, per
previous Council action.
The new technology and complexity of trunked simulcast radio
systems make in-house maintenance of such a system expensive and
difficult. With the current level of staffing and expertise, in-
house maintenance is not a consideration.
The County has one of the largest and most complex 800 megahertz
radio systems in the world, and the staff to maintain it.
This agreement provides 800 Mhz backbone maintenance for the city's
system by the County radio operation through the end of the fiscal
year. It is renewable annually at the beginning of each fiscal
year. The annual total is $35,520. 00.

In 1994 , the Council approved the purchase of an 800 megahertz
trunked radio system.
The 42 circuits required to connect the remote locations of the
radio repeaters typically use microwave technology. The quantity
of required circuits make lease line costs prohibitive. The most
cost effective means of acquiring the circuits is to lease them
from an agency that has available circuits, in this case, the
County of San Bernardino.
Rack space is another resource that is best acquired through lease
from an agency that has it available. For the City to provide its
own rack space, would require leasing or buying land, building a
suitable structure, and equipping the structure with the necessary
power and antenna structures.
This agreement, in the amount of $16,956. 00, provides for leasing
of County microwave circuits and rack space through the remainder
of 94/95 fiscal year. It is renewable annually at the beginning of
the fiscal year. The total annual figure is $67,824.00.

STAFF REPORT
The Council's decision to purchase an 800 megahertz trunked radio
system involved several purchase orders to different companies that
made equipment used to build the completed system. One of the
purchase orders was to TX/RX Systems, Incorporated.
The .original purchase order number 006280, for $46, 749 . 00 to TX/RX
Systems, Incorporated, was requested with the belief that Carousel
Mall radio coverage would be best achieved with a bi-directional
amplifier. TX/RX System sells this product.
After further field testing, it has now been determined that
coverage for both the Carousel Mall and the basement of City Hall
can best be achieved with a single channel repeater.
Single channel repeaters will also be used at the Inland Center
Mall and as backups.
Therefore, the funds encumbered in the TX/RX purchase order need to
be unencumbered and a new purchase order issued to Motorola,
Incorporated who will be required to supply the necessary
equipment.
The cost of the single channel repeaters will be the same or less
than the bi-directional amplifier.
