DESCRIPTION) NA Finance: Council Notes: 75.0262 Agenda Item CITY OF SAN BERN;' IDINO - REQUEST F' R COUNCIL ACTION STAFF REPORT Over the past few years, a number of animal care and control agencies in southern California have been meeting for the purpose of developing disaster plans for their agencies. One aspect of a working disaster plan is to provide competent personnel for the duration of the emergency. This is often very difficult for smaller agencies. When a disaster occurs, mutual aid agreements for police and fire are activated; animal control agencies also need the assistance of mutual aid. Providing assistance when needed has generally been accomplished through verbal commitments. Our city's animal control department has assisted agencies in both Riverside and Los Angeles counties during the fires and the 1994 Northridge earthquake. Our city was assisted by other animal control agencies during the train derailment and pipeline explosion (117 live animals rescued) . At the request of a number of agencies and their attorneys, steps are being taken to formalize the verbal agreements they've had with each other. At the present time, 37 agencies have developed a Mutual Assistance Agreement for animal care and control agencies. The agreement provides for the furnishing of personnel and other resources upon request during a disaster. No agency, however, will be required to unreasonably deplete its own resources in order to provide assistance to the requesting agency. The agreement will be signed by participating agencies on April 4, 1995 in Pasadena. 75-0264
