STAFF REPORT
Plans for the closure of Morgan Road, at Little Mountain
Drive, have been completed and the project is ready to be
advertised for bids. The project consists , in general, of
constructing a cul-de-sac on Morgan Road, curb and gutter, and
sidewalk along Little Mountain Drive, interim irrigation system
and landscaping.
Below is an estimate of the total project cost:
Construction Contract $ 25 , 490
Engineering & Inspection (W.O. #1942) 3 , 600
Water Meter (5/8") & connection fees 3 , 220
Sub-Total $ 32 , 310
Contingencies (3%) ± 1 , 190
TOTAL ESTIMATED PROJECT COST $ 33 ,500
The expenditure of $33 ,500 , from Account No. 250-,670-
5504-1942 , "Minor Improvements - Various Locations, " has been
approved to finance the costs that will be incurred for this
project.
We recommend that the plans be approved and authorization
granted to advertise for bids.

Closure of Morgan Road

Concerns were expressed at the agenda briefing by representatives of
the Fire and Police Departments, relative to the closure of Morgan Road
at Little Mountain Drive.
A meeting was held on 3-17-95, with representatives of the Fire, Police
and Planning and Building Services, to review these concerns.
Closure of Morgan Road will create a cul-de-sac with a length of about
800 feet. The City's Development Code requires concurrence by the Fire
Chief, Director of Planning and Building Services and Director of
Public Works, and approval by the Planning Commission, for a cul-de-sac
in excess of 500 feet.
The additional length for emergency response is greater than 800 feet,
which is a concern of the Fire and Police Departments, due to increased
response times.
In order to mitigate this concern, the representatives from the Fire
and Police Departments recommended that a sliding wrought iron gate,
with a Knox lock box be installed to permit emergency access.
The estimated cost for installation of a sliding gate and lock box is
$5, 000. 00.
The following revised Form Motion is offered for consideration by the
Mayor Council, der to address these concerns.

increased from $33 , 500 to $38, 500 to finance the additional cost
for installation of a sliding wrought iron gate for emergency
access; and
That the Plans (No. 9273) be approved and the Director of
Public Works/City Engineer, be authorized to advertise for bids.

SUBJECT: MORGAN ROAD CLOSURE, CONSTRUCTION OF CUL-DE-SAC
DATE: March 17, 1995
This memo is in response to timing issues raised at a meeting that you had with Bob Prasse of
our staff earlier today regarding this project. Below is a schedule for Environmental Review
Committee (ERC) and Planning Commission review of this item. Planning Commission
approval is required by Section 19.30.200(6)(C)(2) which requires that Cul-de-sacs greater than
500 feet in length be approved by the Planning Commission. Since approval of the road closure
and related improvements proposed require approval by the Mayor and Common Council, they
will also make the final decisions regarding the overall project, including the Environmental
Determination and approval of the Cul-de-sac length.
ERC makes preliminary recommendation March 30, 1995
on Initial Study and Cul-de-sac length.

Public Review Period begins.
