STAFF REPORT
The California Oil Recycling Enhancement Act provides funding to local governments for
specified activities that discourage the illegal disposal of used lubricating oil. The California
Integrated Waste Management Board (CIWMB) administers the program which is funded by a
$.04 surcharge on all quarts of oil sold, transferred, or imported into California. The Board
anticipates $6 million will be available for the Local Government Used Oil Opportunity Grant
Program.
Currently, the City of San Bernardino has five certified used oil collection centers operated by
several auto and petroleum related businesses. There are three non-certified collection centers,
and seven additional sites which are in the process of certification under the City's current Used
Oil Block Grant. In grant cycle 1993-1994, the City received a Used Oil Opportunity Grant
(UOOG-93-308-36) and a Used Oil Block Grant (UBG2-93-442-36) to promote and encourage
the proper disposal of used motor oil within the City. As part of the City's current Used Oil
Block Grant, the City is assisting in the establishment of fourteen new certified centers. In
addition, under the same grant, an education program consisting of a poster and writing contest
for the San Bernardino Unified School District is currently in progress. This program will reach
over 42,000 students about proper management and disposal of used oil.
This current grant application, if approved, will provide $136,468.00 over a two year period,
allowing the City to expand its used oil recycling programs by providing reusable containers to
our residents. It will permit the City to develop the school poster contest into an annual event.
Finally, this grant application will provide funds to allow the City to use the winning posters as
promotional tools on the sides of the City's residential refuse collection vehicles. This will
enhance awareness among the City's school population, while building anticipation for the next
poster contest each year. Specific projects within this grant application include:
► Curbside Collection - The City desires to provide reusable curbside oil collection
containers to residents. This allows the City to incorporate effective used oil collection
into the City's current refuse and recycling services. Providing used oil collection
containers to the residents will encourage residents to use the curbside program and
prevent the disposal of non-standard containers into the landfills and possible
contamination of commingled recycling programs.
► Public Education Program(s) - An extensive public education program in both Spanish
and English will be developed to inform residents of the used oil collection services
available to them, and to educate them on the environmental hazards of used oil and how
each resident can contribute in helping to prevent the illegal disposal of used oil.
► School Education Program - An educational outreach program, with curriculum
materials both in Spanish and English, will be further developed to educate all grade
levels of San Bernardino on the hazards of illegal used oil disposal, and the benefits of
proper used oil disposal and recycling, and products made from recycled oil.

► Hispanic Population - Approximately 60,000 people or 32% of San Bernardino
population is of Hispanic origin. Studies indicate the Spanish speaking population is
often overlooked during the implementation of used oil collection programs. To
overcome this, the City is proposing to target the above efforts towards the Hispanic
population.
The General Fund will not be affected if this grant is approved. No matching funds were
required under this grant application. Staff recommends that council approve submission of this
application for grant funds from the California Local Government Used Oil Opportunity Grant
Program and adopt the attached resolution.
