Synopsis of Previous Council action:
On November 14, 1994, the Public Services Department presented proposed departmental goals
to members of the Mayor and Common Council. Identified in that presentation was the need
to update several positions throughout the department, including the Superintendent of Sanitation
Recommended motion:
That the position title of Superintendent of Sanitation (U)
be changed to Solid Waste Manager (U) , in the Public Services
Department.

STAFF REPORT
For many years, the manager supervising refuse collection has had the title of Superintendent
of Sanitation. The Public Services Department has recommended a change in the position title
to Solid Waste Manager. This is an Unclassified position.
The refuse industry has evolved since the 1980's to a high technology business. "Solid waste"
is the updated term, to include the following functions in addition to refuse collection:
• Recycling
• Source Reduction
• AB 939 Compliance
It is recommended that the title of Superintendent of Sanitation be changed to Solid Waste
Manager with no change in salary.

SOLID WASTE MANAGER (U)
JOB DESCRIPTION
Under general supervision, directs the work of collection crews on
residential and commercial routes; and performs related work as
required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Manages and directs supervisors and personnel working in refuse
collection and disposal; inspects and reviews work performance and
methods of refuse collection crews; oversees refuse operator
training; dispatches supervisors to assigned work; reviews daily
route log.
Investigates refuse vehicle accidents and job-related injuries;
inspects the condition of department equipment; reports equipment
breakdowns; makes recommendations for equipment and operational
improvements related to accidents or special problems; directs
arrangements for replacement vehicles or other actions required;
makes temporary changes in routes as required; surveys routes and
recommends route modifications; directs residential and commercial
collections, including size, amount, type of container and kind of
refuse or recyclable, in compliance with refuse and recycling
collection ordinances; drafts and enforces new ordinances;
implements new programs.
Plans pickup of special loads of materials; notifies residents of
the provisions of collection ordinances and collection practices;
makes safety inspections of equipment; participates in enforcing
safety rules and regulations; conducts periodic staff meetings;
oversees refuse collection work to ensure appropriate refuse
collection staffing to accomplish unusual or seasonal work loads.
Oversees staff contacting businesses and industrial establishments
to establish new accounts and collection of current and delinquent
accounts; prepares reports; investigates and settles customer
complaints regarding collection services and charges; coordinates
driver safety training programs; reviews and evaluates employee
performance and initiates employee disciplinary actions; and trains
subordinate supervisors to do same; operates City vehicles and
performs related work as required.

Prepares and monitors budget; attends meetings regarding collection
processes and legislation; writes staff reports, equipment
specifications and operational and equipment maintenance
procedures. Develops, implements and evaluates recycling programs.
Routinely adheres to and maintains a positive attitude towards City
and Department goals; and performs related work as required.
MINIMUM QUALIFICATIONS
Associate of Arts degree in Public or Business Administration or
closely related field, and 3 years of experience in a supervisory
or managerial position in a large scale refuse collection
operation. Experience should include: automated and commercial
collection equipment; recycling; scheduling; routing; labor
relations; and customer service. Possession of a valid Class "C"
California Drivers' License is required.
GENERAL QUALIFICATIONS
Knowledge of:
Appropriate safety precautions and procedures;
Basic record keeping;
Auxiliary mechanical equipment carried on heavy vehicles;
Provisions of the California Vehicle Code applying to the
operation of commercial vehicles on streets and highways;
General principles of supervision and training;
Refuse collection ordinances;
Refuse and recycling collection and disposal practices and
procedures.
Ability to:
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Transport loads weighing up to 50 pounds in the course of
work;
Work in a variety of environmental conditions both indoors and
out;
Drive various types of refuse equipment safely, observing
legal and defensive driving practices;
Coordinate the schedule of a fleet of trucks and collection
crews;
Read, write and perform mathematical calculations at the level
required for successful job performance;
Operate a two-way radio;
Instruct personnel in proper safety practices and transporting
heavy objects;

Plan and schedule work assignments, train and set priorities
for, evaluate, select and recommend discipline of
subordinates;
Understand and carry out oral and written instructions;
Analyze unusual situations and resolve through application of
City policy;
Develop comprehensive plans to satisfy mutual needs of the
division and customer service;
Establish and maintain effective relationships with those
contacted in the course of work;
Communicate effectively, both verbally and in writing.
ORGANIZATIONAL RELATIONSHIPS
The class of Solid Waste Manager is a supervisory management class
under the supervision of the Assistant Director or Director of
Public Services. The Solid Waste Manager exercises line
supervision over the Sanitation Route Manager and five supervisors
and through them exercises supervision over the refuse division.
