STAFF REPORT
In December 1994, the City of San Bernardino was notified that all FY 1995/96 police vehicle
orders must be received by Ford Motor Company on or before February 15, 1995. This year,
Ford has also required a copy of the purchase order, issued by government customers to the
successful bidder, be mailed to Ford Motor Company's Government Sales Department.
Notices inviting bids for 22 police patrol vehicles, Bid No. 95-17, were published locally and bid
packages were mailed to 27 vendors on the City's equipment bidders list. As advertised, sealed
bids were opened on January 24, 1995 and the results of the acceptable bids are summarized
below for Council's review:

h A third bid was received from Wondries Chevrolet, Alhambra for$19,722.56 each, plus a limited
extended warranty for $750.00 per unit. The total bid price submitted from Wondries Chevrolet
was $450,396.32. After discussions with Wondries Chevrolet, it was discovered that their
warranty is not a full service warranty as requested in the bid specifications. Because they did
not include a full service maintenance warranty package as requested, their bid has been rejected.
Even if Wondries had bid the full service maintenance warranty package, Fairview Ford would
get the bid because of the one (1) percent local preference.
Based on staff's analysis, the bid received from Fairview Ford in San Bernardino, $530,880.95,
for twenty-two (22) police patrol vehicles is the apparent low bidder and meets the required
specifications and the needs of the department. Staff recommends that the bid from Fairview
Ford be accepted.
The 1995/96 Police Department budget will include sufficient funds to purchase those vehicles.
The vehicles will be purchased through a lease purchase which will be submitted for Council
approval in the near future.

JUSTIFICATION OF PLACEMENT
ON SUPPLEMENTAL AGENDA
Ford Motor Company has notified City that they will honor bids
only up until February 15, 1995 . Past that deadline, the City
would have to re-bid.
