STAFF REPORT
Residents along Morgan Road between Little Mountain Drive
and University Parkway, have expressed concern relative to the
number of traffic accidents along this section of street.
According to the reports from residents, these accidents are due
to the number of vehicles and speed at which some travel.
The Traffic Safety Committee has conducted an
investigation into those concerns. Data provided by the Traffic
Engineering Section indicated that the volume of traffic on
Morgan Road has increased in the last three years from 1 ,500
vehicles per day to 4 , 000 vehicles per day: Most of the increase
is attributed to cut through traffic. A recommendation was made
to the Traffic Safety Committee by staff that Morgan Road be
closed. The Traffic Safety Committee accepted this recommenda-
tion on a trial basis. Barricades were accordingly erected to
close off Morgan Road on a temporary basis, in December, 1994 .
Several comments have been received from residents in the
area. These comments are generally in favor of the closure.
Traffic counts have been taken, after the barricades were
installed, in order to determine the adjustment in traffic
patterns due to the closure. The average daily traffic count on
Sheridan Road has increased from 1 ,300 vehicles per day, before
the closure, to 2 , 400 vehicles per day after the closure. Some
additional measures may be warranted in the future to discourage
through traffic from using Sheridan Road, in the event the in-
creased traffic creates problems.
We recommend that the expenditure of funds, for the
closure of Morgan Road, be approved.
