Vernon Storm Drains On March 7, 1992, the Community Development Commission held a mid-year budget review session at which several priorities were established for the utilization of Agency bond proceeds. One of those priorities was the implementation of the Mt. Vernon Specific Plan in the amount of $2,000,000. Subsequently, the $2,000,000 was reduced to $1,800,000 for the Mt. Vernon Storm Drains. Currently, at the meeting of the Mayor and Common Council of January 9, 1995, the City is seeking approval of all funding sources for the Storm Drains in the total amount of $3,140,000, and asking that the plans for construction be approved and authorization be given to advertise for bids. Funding is anticipated from the City's Storm Drain Construction Fund in the amount of $670,000, with the Agency contributing the amount of $2,470,000. The Agency's August 9, 1993 allocation of $1,800,000 will increase by $670,000, to bring the total to $2,470,000. As of this time, the specific Agency funding source has not been determined for the additional $670,000 for the Storm Drains. However, staff is currently exploring the possibility of utilizing 1995-96 Community Development Block Grant (CDBG) funds as the source of funds. Vernon Avenue Storm Drain Project have been prepared by the Consulting Engineer, and the project is ready to be advertised for bids. The project consists, in general, of installing the Master Plan Storm Drain from the East Branch of the Lytle Creek Flood Control Channel, to the intersection of Mt. Vernon Avenue and Base Line Street. Vernon Avenue Storm Drain Budget is $710 ,000 higher than the above estimated project costs and the 1995-96 Mt. Vernon Corridor Project allocation from EDA is questionable, it is proposed that the funding for the Storm Drain project now be approved from the following sources: Economic Development Agency - Mt.
