Synopsis of Previous Commission/Council/Committee Action(s):
On November 9, 1993, the Housing Committee received and filed the City
of San Bernardino Mobile Home Park Feasibility Study and recommended
to the Community Development Commission a date and time certain for a
Mobile Home Conversion Workshop.

Recommended Motion(s):
(Community Development Commission)
MOTION A: That the Community Development Commission approve the
consent of assignment and release from DeAnza
Conversions, Inc. , in association with The London Group
as the Mobile Home Park Conversion Consultant to the
London Group and authorize execution of all necessary
documents by the Acting Director.
MOTION B: That the Community Development Commission authorize the
expenditure of an additional $30,000 in housing set-aside
funds for the due diligence efforts for the conversion of
The Friendly Village Mobile Home Park, and authorize the
execution by the Acting Director of necessary
modifications to existing agreements with The London
Group.

STAFF REPORT
Mobile Home Park Conversion
On December 7, 1992, the Community Development Commission entered into
an agreement for professional services with the DeAnza Group, Inc. , in
association with the London Group. Thereafter, the DeAnza Group
assigned its interests in the agreement to DeAnza Conversion, Inc. , in
association with the London Group.
As of November 11, 1994, DeAnza Conversion, Inc. , assigned its
interests in the agreement to the London Group, and DeAnza Conversion,
Inc. , and the London Group terminated their association. The London
Group agreed to assume the obligations under the agreement, as
consultant.
Now, the Agency must approve the assignment of the agreement to the
London Group and should release DeAnza Conversion, Inc. , from any
further obligation and liabilities under the agreement.
In the agreement, four (4) mobile home parks were indicated for
conversion and the amount of $30,000 for each park was allocated, for a
total of $120,000. The owner of the Friendly Village Mobile Home Park
has now requested that this mobile home park be added and designated
for approved for conversion and that $30,000 be allocated for such.
Based upon the foregoing, staff recommends adoption of the form motions.

On November 15, 1993, the Community Development Commission established
December 6, 1993 at 12:00 p.m. as the date and time certain for
conducting a workshop regarding the City's Mobile Home Conversion
Program.
On December 6, 1994, the Community Development Commission conducted a
luncheon workshop on the City's Mobile Home Conversion Program.
On December 20, 1993, the Community Development Commission authorized
Phase II of the existing Consulting Agreement with the DeAnza/London
Group pertaining to the development and implementation of a Mobile Home
Park Conversion Program.
On March 7, 1994, the Community Development Commission approved the
implementation of the Mobile Home Park Conversion Program for selected
Category I Parks and authorized the expenditure of $120,000 for
processing four (4) mobile home parks at $30,000 for each park.
