STAFF REPORT
In 1937 the voters of the City of San Bernardino set the
salary of the Councilmembers at $600 per year. Due to inflation
that amount would be equal to $6, 252 per year today and yet the
Council is still being paid the same $600 a year or $50 a month.
In addition, the responsibilities of Councilmembers are much more
complex and time consuming today than they were in 1937. The
population of the City now is approximately 180,000 where in 1937
it was only 45,000. The City operates with an annual budge-'of over
$100,000,000 and yet we expect to attract qualified, experienced
6 individuals to act as its "board of directors" by paying an annual
salary of $600. In order to be able to serve on the Council a
person must be retired, independently wealthy or in an employment
which will allow them nearly unlimited time to attend to City
matters.
The proposed salary increase would open up the possibility of
serving on the Council to a wider group of citizens and provide a
reasonable compensation reflective of the responsibilities and
duties required.
