STAFF REPORT
The City of San Bernardino is extending Orange Show Road from its current
terminus at Arrowhead Avenue to the proposed terminus at Tippecanoe Avenue and
San Bernardino Avenue. The extension of Orange Show Road crosses both the Twin
Creek Flood Control Channel and the Santa Ana River (at the East end of Pioneer
Street) .
In order for the City to install bridges over these two waterways it is necessary
to have a Common Use Agreement with the San Bernardino County Flood Control
District. This Common Use Agreement covers both bridges along the extension of
Orange Show Road.
The Flood Control District has offered a Common Use Agreement which is acceptable
to the City, which provides us with the area needed for the construction of the
bridges and the authority to do the necessary work .
This individual acceptance is necessary as the Common Use Agreement from the
County contains certain conditions and covenants. The document, however, does
not contain any unduly adverse restrictions or reservations, and no appropriation
of money is required.
The Flood Control District has accepted our self insurance status as evidenced by
the attached certificate, and the subject certificate has been attached to the
agreement as required.
Upon execution of the Common Use Agreement by the Mayor, the document will be
returned to the Flood Control District for their execution and recording.
It is therefore Staff's recommendation that the Resolution be adopted and the
document(s) be executed.
