PEC Building Security Services
On June 7, 1993,the Community Development Commission approved award of a contract to
Seibert Security Service,Inc. for security services at the Public Enterprise Center(PEC).
Seibert has performed these services at the PEC since that time and their current Agreement for
Professional Services and available funds will expire by mid January 1995.
Following Commission approval in June 1993,Seibert Security was engaged at their bid price of
$8.50 per hour for the provision of security services from 7:00 a.m. to 11:00 p.m. Monday
through Saturday to monitor,protect, and facilitate the convenient use of the facility by
community organizations and groups. This rate,for security services, has continued to date.
Attached is the current Consultant/Contractor's Responsibilities. The Redevelopment Committee,
on January 12, 1995, recommended the retention of the existing vendor. The current security
officers are familiar with the scheduling system established by the Agency to facilitate community
use of the building,have established a working relationship with the tenants and Agency staff, and
are experienced in the provision of building services for the PEC.
Staff believes that based on recent higher bid proposals for comparable security services on other
properties, along with the current vendor's low hourly rate,competence, and experience, that it
would be beneficial to extend their Agreement for an additional year on a monthly basis not to
exceed $50,000 per year.
Staff recommends adoption of form motion.

CONSULTANT/CONTRACTOR'S RESPONSIBILITIES
GENERAL DUTIES
Contractor shall furnish uniformed and licensed security officers for the protection of Client. The
hours of duty will be as follows:
7:00 A.M. to 11:00 P.M., Monday through Saturday.
Hours and days are subject to change upon proper notification from Client.
Contractor shall furnish uniforms and any specified equipment necessary for the performance of
the guards' duties. Such duties shall be as follows:
1. Guard the property against theft,damage, fire and trespassing.
2. Permit only authorized persons to enter the premises.
3. Report any unusual incidents as soon as practicable to Client.
4. Submit a written report to Client at the conclusion of each tour covering all
aspects of the tour.
5. Any additional duties which Client may require.
GENERAL ACTIVITIES
L The PEC building is a community facility utilized by the residents and community
of San Bernardino. As such,they expect a high level service. Security personnel
is the first to greet individuals as they enter the PEC building. Therefore, it is a
necessity that security personnel greet the public in a professional and courteous
manner.
2. Security personnel is advised to avoid any altercations or disputes which the
public, tenants of the PEC building, and other service providers. If a problem
situation develops, attempt to resolve it in a professional manner. Contact
Agency staff is a situation appears unresolvable.
3. Any time an unusual incident occurs, the security officer on duty should snake a
special report and forward a copy to Agency staff. Agency staff will meet with
security management to address the situation as needed.
4. Agency staff may request on occasion for security personnel to assist in activities
which will facilitate the operation of the PEC building.
5. Security personnel is requested to inform Agency staff of any needed repairs or
dainage at the PEC building as soon as possible.
ATTACHMENT I
ROOM SCHEDULING
1. Security guards are to provide "Request for Room Reservation" to those
individuals requesting the use of a room,or direct them to the Agency office to
pick up a form. Security guard personnel should advise individuals that forms
must be submitted to Agency office for approval.
2. Security guards will place scheduled events for the PEC building on the master
calendar as directed by Agency staff. Security guards are=pennitted to place
items on calendar or schedule activities unless directed by Agency staff.
3. Agency staff will notify security personnel if any special room set-up will be
needed(other than the nomnal room arrangement). Otherwise, security guard
personnel should assume that no special arrangements will be needed.
4. Security personnel will assist organizations (that are using the PEC building) in a
professional manner when unforeseen circumstances develop at the PEC building
(i.e., an organization has anticipated 20 participants, and 25 show up, and they
need more room or more chairs, security personnel should make every effort to
accommodate them). Efforts to accommodate include: 1) providing more
chairs,or 2)providing a larger room, if available. Agency staff discourages the
moving of participants/organizations to other rooms, this should only be done,if
no other alternative is available.
5. As an emphasis to the above mentioned point, organizations utilizing the PEC
building are not permitted to choose rooms at their discretion. Special
arrangements must be made in advance, if an organization requires flexibility.
6. Security personnel should view a room before admitting participants, and
immediately upon the exit of participants, security personnel should note any
damage or unusual circumstances to Agency staff a soon as possible.
7. Doors to all rooms are to be kept locked when participants are not using rooms.
