Synopsis of Previous Commission/Council/Committee Action(s):
On October 20, 1994,the Redevelopment Committee recommended that the Commission approve and authorize staff
solicitation of security service bids and a ninety(90)day extension of the authority to pay Megaforces Security,the firm
currently providing security services at the New Central Police Station site,as well as Pacific Federal buildings"A"and
"B"at an amount not to exceed$15,000 in addition to the payment of$2,700 currently due and owing Megaforces for
services rendered;also,that the Development Department budget be increased accordingly.

MOTION: That the Community Development Commission approve and authorize the execution of an agreement
with Megaforces Security and Detective Agency for an amount not-to-exceed$45,000,to provide
security services at the new Central Police Station site until completion;also,that the Agency budget be
increased accordingly.

On November 7, 1994, the Community Development Commission approved staff solicitation of
security bids and a 90-day extension of authority to pay the current vendor, Megaforces Security;
the Agency budget was also accordingly increased by$17,700.
On January 12, 1995, the Redevelopment Committee recommended that the Community
Development Commission authorize execution of an agreement with Megaforces Security for an
amount not-to-exceed $45,000, to cover the period until completion of the new Central Police
Station.

STAFF REPORT

New Central Police Station Security
On November 7, 1994, the Community Development Commission approved a ninety(90) day
extension of authority to pay Megaforces Security and Detective Agency("Megaforces"), which
is providing security services for the New Central Police Station site. The Commission also
authorized staff to solicit proposals for a continuation of said services beyond the above-
referenced ninety(90) day period.
In response to advertisements in area newspapers, five(5) security firms tendered proposals to
provide the required services. The results, based upon the hourly rate of one unarmed guard, are
as follows:
Megaforces $9.00 per hour
Enders Security&Investigation Services $9.00 per hour
A& S Professional Security Services $9.50 per hour
Protective Guard Force, Inc. $10.10 per hour
Quantum Force $11.50 per hour
Staff recommends that Megaforces be the selected vendor for the following reasons:
• Megaforces is tied for low bid.
• Megaforces is a local, minority owned and operated firm.
• Staff has been well pleased with their services thus far.
• Since Megaforces has been on the job for some months, Megaforces is
already familiar with the security details pertaining to this site and would
not require any additional orientation to the project.
The current security hours are from 3:00 p.m. until 6:00 a.m., Monday through Friday, and 24-
hours per day on Saturday and Sunday. This amounts to 123 hours per week or approximately
527 hours per month. At $9.00 per hour, the monthly fee would be approximately$4,800. The
period for which security services are needed is expected to be from February 1, 1995 through
October 31, 1995, or nine months. Nine months at $4,800 per month comes to $43,200, but,
allowing for possible construction delays, staff recommends a not-to-exceed agreement in the
amount of$45,000.

At its January 12, 1995 meeting, the Redevelopment Committee considered this item and
recommended that the Community Development Commission approve the form motion.
Staff recommends adoption of the form motion.
