San Bernardino Electric Shuttle Bus Demonstration project.

MOTION: That the Community Development Commission approve the Electric Shuttle Bus Demonstration Project
in concept,authorize a contribution of an amount not to exceed$75,000,direct staff to prepare and execute
the appropriate documents and agreements for implementation and increase the Agency budget accordingly.

San Bernardino Electric Shuttle Bus Demonstration Project
A demonstration project is proposed within the City of San Bernardino using electric transit shuttle
buses providing high frequency service connecting the Tri City and Hospitality Lane office and
commercial areas,both the Inland Center and Carousel Malls, and the downtown government center.
It is anticipated that three electric buses will be purchased and operated by Omnitrans along a
designated route through these areas. A bus will run every 10-12 minutes along "E" Street and
Hospitality Lane. The model for this service is the highly successful DASH system in downtown Los
Angeles.
Caltrans District 8 has reserved $300,000 in federal highway funds to partially fund the acquisition
of three electric transit shuttle buses. Recognizing that additional capital and operational funds were
required, SANBAG and Omnitrans encouraged CALSTART to compete for a grant through the
South Coast Air Basin's Mobile Source Air Pollution Reduction Review Committee (MSRC) AB2766
grant program. The CALSTART proposal for $200,000 in operational and administrative support
of the San Bernardino Electric Bus Program ranked first in its category and was approved at the
SCAQMD's monthly board meeting on December 9, 1994.
While the $500,000 in new revenues go a long way towards launching a three bus high frequency
service, an approximate $150,000 shortfall exists for vehicle acquisition and replacement battery
packs. Last month, SANBAG approved a $75,000 commitment to the program contingent on an
equal contribution from the City of San Bernardino.
It is staffs opinion that this project will promote economic activity in the downtown area, as well as
providing a vital link between four redevelopment project areas.
