1 . That the expenditure of $30 , 000 , from Account TTo. 250-670--
57477 , "Minor Improvements - Various Locations, " for
improvement of Rialto Avenue Grade Crossing with Santa Fe
Railway, west of Mt. Vernon Avenue, be approved.
AND
2 . That the plans for improvement of the Rialto Avenue Grade
Crossing with the Santa Fe Railway, west of Mt. Vernon Avenue,
in accordance with Plan No. 9247 , be approved; and the Director
of Public Works/City Engineer authorized o advertise or bids.

STAFF REPORT
There is a pronounced change of grade on Rialto Avenue,
of the grade crossing with the Santa Fe Railway, west of Mt.
Vernon Avenue. This change is due to the railway tracks being at
a higher elevation than the street. Vehicles traveling over this
grade crossing are forced to slow down, or experience severe
riding qualities .
Councilman Ralph Hernandez has convinced Santa Fe Railway
to lower their tracks , in order to better match the street grade.
Santa Fe officials have indicated that the tracks could be
lowered 6 inches. Lowering the tracks by this amount will not
completely match the street grade, but will significantly reduce
the difference. The existing pavement will be removed for some
distance from the railway, and replaced to match the new eleva-
tion of the tracks.
The estimated cost for improving Rialto Avenue at this
crossing is $30 ,000 . We recommend that the expenditure of this
amount, from the $105 , 000 allocated in the 1994/95 Traffic
Systems Fee Fund (under Account No. 250-670-57477,- "Minor
Improvements -- Various Locations") , be approved.
Santa Fe representatives have indicated that their forces
have certain periods of time during which their crews could be
assigned to lower the tracks. One such period is the first half
of March, 1995 . We are striving to be ready to do the street
improvements in accordance with Santa Fe' s work.
Plans and special provsions will be prepared in our
office. We recommend that these plans be approved and
authorization granted to advertise for bids.
The Public Services Department will try to identify funds
to finance the resurfacing of Rialto Avenue, from Mt. Vernon
Avenue to the East Branch of Lytle Creek Flood Control Channel,
after the work at the railway grade crossing is completed.
