STAFF REPORT
The 1994/95 Budget provides for the replacement of the Fleet Division's Fuel Management
System which tracks fuel costs and vehicle mileage associated with the maintenance and
operation of the City's vehicles. The system is approximately 15 years old and does not provide
accurate cost accounting information. The Fuel Management System is used daily for recording
fuel transactions, vehicle mileage, and ingress and egress via electronic gates to the City yards.
The high cost-of maintenance and repairs, $3,178.00 in the last year, demonstrates the unit has
outlived it's useful life expectancy. Replacement parts are also becoming increasingly hard to
obtain. Last year, one fuel island was down for 3 weeks awaiting replacement parts. The
system which also allows for the entry of erroneous mileage, is not dependable. These two (2)
factors alone distort and misrepresent costs reports produced from this information.
Notices inviting bids for a Fuel Management System, bid no. 95-11, were published locally and
bid packages were mailed to 59 vendors on the City's equipment bidder's list. As advertised,
sealed bids were opened on October 27, 1994 and the results of the acceptable bids are
summarized below for Council's review:

One (1) additional bid was received from Multiforce Systems in the State of New Jersey for
$48,416.11. However, a bid bond was not submitted with the bid as required in the bid
specifications and it has been rejected for non-compliance.
Purchasing and Public Services staff have evaluated the remaining bids based on unit cost and
conformance to the bid specifications. Based on this evaluation staff is recommending that the
bid from Charles E. Thomas Company be accepted.
