Metrolink/Santa Fe Area Improvement Plan
The recent initiation of Metrolink-commuter rail service to San Bernardino has created new interest in the area
around the historic Santa Fe Station and how that station can contribute to overall revitalization of the downtown.
The report describes the findings of a planning study, conducted by Project for Public Spaces, undertaken
concurrently with an update of the downtown plan. The purpose of the report is to set the stage for actual
improvements to the area--many of which can be undertaken at low cost--which help improve the district's
image and act as a catalyst for economic rejuvenation.
The Santa Fe Station,which continues to be used for Amtrak,is also adjacent to a major rail yard of the Santa
Fe railroad,now being redeveloped into an intermodal freight transfer center. The Station and adjacent site were
purchased by the San Bernardino Associated Government(SANBAG),which has received grants to renovate and
seismically upgrade the station for its own offices, Amtrak and other uses. This renovation will take
approximately three years,during which Amtrak offices will be temporarily relocated.
Recently, commuter rail services -- Metrolink -- opened in San Bernardino. While ridership has been
comparatively light,the long term potential of the station is enormous. This year,Metrolink is planning to add
additional platforms and passenger amenities to the west of the Santa Fe Station. Future Metrolink, light rail
service to the Central City South redevelopment area,Norton Air Force Base and Redlands is planned along an
existing right-of-way through the station area.
With all of this activity at the station itself, the City of San Bernardino's Economic Development Agency is
undertaking this planning study of the area around the station: between Mt. Vernon Avenue and the I-215
Freeway,and south of the Station to include both sides of Second Street. This area roughly conforms to the City's
Uptown Redevelopment Project, Subarea"B".
The project study area is also near the Mt. Vernon Corridor,the subject of an EDA-sponsored Specific Plan in
1992. How to upgrade this area,the traditional heart of the Westside neighborhood,as well as the station area
have been identified as important goals during the various community planning efforts that have taken place over
the past decade.
The station area is considered a critical element to the revitalization of downtown. The downtown plan calls for
improved connections between the station and the downtown, including establishing a series of gateway
boulevards between the downtown,the freeway and the station-- as well as improved bus and possible light rail
connections --as part of a strategy to relate transportation improvements to redevelopment activities.

GOALS OF THE STUDY
This study is not a fixed master plan for the station area but represents the first step in developing an overall
strategy for the area's revitalization. The study includes two key components:
I. Flexible Framework for Future Development. Much about the future of the area is currently unknown. As
of this date,the master plan process for the station has not begun. The viability of commercial development
in this area has not been established.
This study seeks to establish a strong framework--focusing on streets and public spaces --for improving
the area,while maintaining flexibility in terms of development of specific parcels. In short,this framework
j sets the stage for future detailed planning work on specific sites.
2. Short-Term Improvement Progress: The area, already in use by Amtrak and Metrolink passengers,needs
visible, short-term improvements that can help make it more attractive and more visually connected to
downtown and the Mt. Vernon neighborhood. This study provides specific recommendations for
improvements that can be implemented immediately.
Staff is seeking the Community Development Commission's concurrence with the proposed strategy and
recommendation to proceed with short-term implementation measures.
Based upon the foregoing, staff recommends adoption of the form motion.
