B . Gilbert Kara , Jr. is the principle stockholder and
President of Larcon Development Inc. of 330 North "D" Street,
Suite 110, San Bernardino, California and, as such, is totally
responsible for the company ' s management and client service
functions. He has extensive commercial development experience
ranging form award-winning planning, design, and construction of
rehabilitation projects to the development of medical office
buildings and commercial office buildings. He also is a recog-
nized business and civic leader, having been selected as one of
the California 's Jaycee' s Five Outstanding Young Men in 1978.
Larcon Development Inc. , established in December 1977 , is a
California corporation whose principal functions are commercial
leasing, site location and acquisition, building management, and
development consultant services . Larcon is or has been the
exclusive office leasing and development consultant for the
following representative clients in Southern California:
• NORMAN FELDHEYM CENTRAL LIBRARY -- Coordination of the
Development Team selected to provide architectural and

In 1978, its first full year of operation, Larcon Develop-
ment Inc . purchased the "401" West Second Office Building in
downtown San Bernardino and directed its plan for retrofitting.
Upon completion in 1979 , the building was leased and sold. Now
known as the MORGAN & FRANZ INSURANCE BUILDING, it received the
1979 "outstanding Rehabilitation Building of the Year Award" from
the San Bernardino Chamber of Commerce.
Some of Gil ' s greatest contributions to his community are
involved in youth motivation. Since 1971 when he began a 3-1/2
year assignment as a District Executive for the Boy scouts of
America, he has worked continuously to channel the energies of
local youth minorities form negative, deviant behavior into
positive oriented activities. He was one of the nation's first
Scout Executives to involve youthful gang members from both Black
and Hispanic neighborhoods in the Exploring program.
As one of the founders and present Chairman of the Board of
the Los Padrinos of southern California, Inc. , Gil has provided
volunteer leadership since 1971 for thousands of young boys and
girls from disadvantaged, low-income families of the Inland Em-
pire. Los Padrinos is currently serving annually 1 , 200 youth
through a team of paid staff members and dozens of volunteers.
In the area of public service, Mr. Lara has contributed his
time not only as a leader but also in winning recognition for
elected and appointed officials who likewise have been active
supporters of various community betterment programs . He has
served as Fund Raising Co-Chairman for former Supervisor Robert
Hammock, Fifth Supervisorial District, and San Bernardino County
fund raising in the successful reelection campaign of Governor
Jerry Brown in 1978. Mr. Lara has successfully provided leader-
ship in numerous local city , county and state campaigns for
elected officials to major county measures.
A native of Prescott, Arizona, Gil graduated in 1966 from
Mesa Community College , Mesa, Arizona , with a A. A . degree in
business and in 1969 from Arizona state University at Tempe with
a B. S. degree in Business Administration.
Mr. Lara is married to the former Candy Cummings of Battle
Creek, Michigan, and Prescott, Arizona. They have three daugh-
ters , Debora , 25 ; Jan 22 ; and brigit 12 years ; reside in San
Bernardino and are members of St. Adelaids Catholic Church.
