Program (MMRP), adopting General Plan Amendment (GPA) 91-18, and adopting Specific Plan No. 90-01 for
the Calmat Cajon Creek Project.
Recommended Motion:
That Sewer Waiver Request No. 99-01, requesting waiver of the requirement to connect to the City's Sewer
System for Calmat Planning Area "D", located on the south side of Cajon Boulevard, 1,600 feet north of
Palm Avenue at 6595 Cajon Boulevard, be approved subject to a maximum of 13 employees at the site.

Subject:
Sewer Waiver No. 99-01 - Request for Waiver of Requirement to Connect to Sewer System for Calmat
Project Planning Area "D" located at 6595 Cajon Boulevard on the south side of Cajon, 1,600 feet
northwesterly of Palm Avenue.
Background:
A letter of request (Exhibit "A") has been received from Douglas W. Sprague, Manager of Reclamation and
Special Projects for Calmat Co., requesting a waiver of the standard requirement to connect to the City sewer
system for Planning Area "D" (Exhibit "B"), located at 6595 Cajon Boulevard. Development located in
Planning Area "D" consists of a portable processing plant, a portable office, truck scales, and other uses
permitted by CUP 91-31 and Specific Plan 90-01, all of which are related to aggregate processing. The
entire Calmat Specific Plan No. 90-01 covers approximately 1,392 acres of land and consists of 16 individual
areas, referred to as Planning Areas "A" through "I"'.
Planning area "D", for which the sewer waiver is being requested, is approximately 18.5 acres in size and is
designated for "aggregate processing" use. Calmat will extract material from adjacent Planning area "F", a
51 acre "mineral resource extraction/heavy industrial" area, and move the material to Planning area "D" for
processing. Initially, Calmat estimates that 5 to 10 employees will be working at the site. That number could
grow to as many as 20 employees in the future as additional permitted facilities are added.
The nearest point of connection to the City's sewer system is approximately 1,000 feet from the subject site.
City Ordinance defines sewer as being available to a property if a point of connection lies within 300 feet of
the property. Therefore, by definition, sewer is not available to Planning Area "D".
Ordinance No. MC-663 provides that the Mayor and Common Council may waive the requirement to connect
to the City's sewer system for a Commercial/Industrial development to be built on a lot larger than 1/2 acre
and generating less than 200 gallons per day of domestic sewage based on 15 gallons per day per employee.
If the request for sewer waiver is approved, then Calmat will be limited to a maximum of 13 employees in
Planning Area "D", unless a sewer connection is completed.
Financial Impact:
The applicant has paid a $500 administrative fee to cover the cost of processing this request for waiver of the
requirement to connect to the City sewer system. Therefore, there will be no cost to the City due to this
application.
Recommendation:
That Sewer Waiver Request No. 99-01, waiver of the requirement for Calmat Planning Area "D" located on
the south side of Cajon Blvd, 1,600 feet northwesterly of Palm Avenue, to connect to the City's Sewer
System, be approved subject to a maximum of 13 employees at the site.

Sewer Hook-up Waiver
Dear Mr. Klatt:
CalMat Co. plans to begin aggregate processing in the near future at its CalMat
Cajon Creek Planning Area D plant site located at 6595 South Cajon Boulevard in San
Bernardino. It will process material mined at its adjacent Planning Area F.
CalMat requests that it be granted a waiver from the requirement to hook up to the
City's sewer system based upon the following:
• Specific Plan SP 90-01 designates Planning Area D as Heavy Industrial
ultimate use/Aggregate Processing interim use. Planning Area F is designated
Heavy Industrial ultimate use/Mineral Resource Extraction interim use. The
mining and processing operation will be an "interim" short-term land use, as
identified by the Specific Plan.
• Planning Area D will contain a portable aggregate processing plant, a portable
office, and truck scales, along with other related uses permitted by CUP 91-
31/RP. In accordance with SP 90-01, all aggregate processing-related
facilities must be of a portable nature or readily removable upon completion of
use. Planning Area F will be used as a mining site only.
• The aggregate processing plant could be in operation around seven to ten
years, depending upon market demand.
• CUP 91-31/RP, which permits on-site mining and aggregate processing,
specifically allows the use of septic systems or portable toilets for sanitation
purposes to serve the needs of the interim mining and processing operation.

• The mining and aggregate processing operation will be a low-intensity
industrial use. Approximately five to ten employees are expected to be
employed at Planning Areas D and F initially, with this number potentially
increasing to 15 to 20 as additional permitted facilities are added to the plant
site.
• Sewage generation from on-site domestic sanitation is expected to range from
15 to 35 gallons per day (gpd) per employee, based on generally-accepted
engineering estimates for industrial-type facilities. This is considerably less
than the approximately 80 gpd per person that would be expected from overall
urban uses.
• Discussions with Mr. Bill Bryden of the City of San Bernardino Water
Department (August 12, 1998) have indicated that his Department has
determined that such a short-term, temporary, septic system use will not
impact the City.Water Department at this time.
• Most importantly, it is not feasible to extend the existing City sewer line
located within Cajon Boulevard a distance of more than 1,000 feet to serve the
needs of this interim mining and aggregate processing use.
Therefore, a waiver from the City of San Bernardino's requirement to connect to
the City's sewer system is requested for this project. CalMat will hook up to the City's sewer
system at such time as the Cajon Boulevard sewer line is extended northward, adjacent to the
site.
