Subject:
Adopt a Resolution rescinding Resolution No. 1999-14, and recommending that the
Inland Valley Development Agency submit an application to the California Trade and
Commerce Agency for the Local Agency Military Base Recovery Area designation at the
former Norton Air Force Base, San Bernardino, California and designating the Inland
Valley Development Agency as the lead agency for such purposes.
Background:
On January 25, 1999, Mayor and Common Council approved a resolution authorizing the
Inland Valley Development Agency (IVDA) to submit an application to the California
Trade and Commerce Agency for the LAMBRA designation at the former Norton Air
Force Base.
Subsequent to the adoption of this resolution on January 25, 1999, IVDA staff realized
that the application requires inclusion of an additional section of language in the
resolutions adopted by member agencies. The required additional language states that the
City supports the application process for the IVDA to obtain a LAMBRA designation,
and certifies that the City does not seek to participate as an applicant. Therefore, the
IVDA has requested that the Council rescind Resolution 1999-14, and adopt the attached
resolution which includes the requisite language, making it consistent with the resolutions
adopted by the other member agencies. No other changes have been made to the
resolution.
Financial Impact:
No cost to the City. The long-term benefits, including employment opportunities,
increased tax base, and increase in industry, will contribute to the overall economic
health of the community.
Recommendation:
That the Mayor and Common Council adopt the resolution rescinding Resolution 1999-
14, and recommending that the IVDA submit an application to the Trade & Commerce
Agency to designate former Norton Air Force Base as a LAMBRA Zone.

3 RECOMMENDING THAT THE INLAND VALLEY DEVELOPMENT AGENCY
SUBMIT AN APPLICATION TO THE CALIFORNIA TRADE AND COMMERCE
4 AGENCY FOR THE LOCAL AGENCY MILITARY BASE RECOVERY AREA
DESIGNATION AT THE FORMER NORTON AIR FORCE BASE, SAN
5 BERNARDINO, CALIFORNIA AND DESIGNATING THE INLAND VALLEY
6 DEVELOPMENT AGENCY AS THE LEAD AGENCY FOR SUCH PURPOSES
7 WHEREAS, the City of San Bernardino is a municipal corporation duly organized and
existing pursuant to the Constitution and laws of the State of California("City"); and
8
WHEREAS, the Inland Valley Development Agency ("IVDA") was established
9 pursuant to that certain Joint Exercise of Powers Agreement dated as of February 12, 1990,
10 entered into by the County of San Bernardino and the cities of Colton, Loma Linda and San
Bernardino; and
11
WHEREAS, the IVDA was authorized to be established by a special act of the State
12 legislature for the specific purpose of facilitating the redevelopment of the former Norton Air
13 Force Base ("NAFB") and to mitigate the impacts on the greater San Bernardino County
community from the loss of jobs and income due to the closure of NAFB; and
14
WHEREAS, the State of California has established the Local Agency Military Base
15 Recovery Area Act ("LAMBRA") program to stimulate business and industrial growth in areas
experiencing military base downsizing and closure; and
16
17 WHEREAS, LAMBRA provides state tax credits and deductions and local incentives to
companies locating their operations on military properties scheduled for closure; and

WHEREAS, the State Legislature has enacted and the Governor has signed Statutes
19 1998, Chapter 1012 (A.B. No. 3) which authorize an increase in the total number of local
agency military base recovery areas which may be designated under LAMBRA; and

21 WHEREAS, LAMBRA designation at NAFB will significantly enhance current efforts
to locate tenants at NAFB and the airport facilities situated thereon as operated by the San
22 Bernardino International Airport Authority ("SBIAA"), and will empower both the IVDA and
the SBIAA to further attract sustainable development and the creation of new civilian
23 employment opportunities; and
24 WHEREAS, the City deems it appropriate to authorize the Executive Director of the
25 IVDA to submit a 1998 Application to the California Trade and commerce Agency ("CTCA")
for LAMBRA designation of the NAFB as set forth in the CTCA correspondence dated
26 November 30, 1998, addressed to the Executive Director of the IVDA; and
27 WHEREAS, the City of San Bernardino does not seek to participate as an independent
28 applicant for a LAMBRA designation.

NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL, DOES HEREBY
7 RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
8 Section 1. The City Council hereby acknowledges receipt of Resolution No. 98-23,
9 adopted by the IVDA on December 9, 1998, entitled:

AGENCY AUTHORIZING THE SUBMISSION OF A
11 PRELIMINARY APPLICATION TO THE CALIFORNIA
12 TRADE AND COMMERCE AGENCY FOR LOCAL AREA
MILITARY BASE RECOVERY AREA DESIGNATION AT THE
13 FORMER NORTON AIR FORCE BASE, SAN BERNARDINO,
CALIFORNIA.

The City hereby acknowledges and concurs with the findings set forth in Resolution
15 No.98-23 of the IVDA.
` 16 Section 2. The City Council hereby designates the IVDA to serve as the lead
17 agency for the purpose of completing the 1998 Application for LAMBRA designation and
implementing the base reuse strategies for NAFB as set forth in Resolution No. 98-23 of the
18 IVDA.
19 Section 3. The City Council hereby authorizes the Executive Director of the IVDA
20 to submit a completed 1998 Application for LAMBRA designation of NAFB to the CTCA by
no later than 5:00 p.m., May 6, 1999.

Section 4. The City Council hereby directs the Executive Director of the IVDA to
22 complete all other actions as may be required on behalf of the City of San Bernardino to
23 complete submission of the 1998 Application for LAMBRA designation of NAFB.
24 Section 5. The City Council agrees that an application for LAMBRA designation
should be submitted to the Trade and Commerce Agency by the IVDA, and the City Council
25 hereby supports the application process to obtain a LAMBRA designation and certifies that it
26 does not seek to participate as an applicant.
27 Section 6. Resolution No. 1999-14 is hereby rescinded.
