STAFF REPORT
SUBJECT: Request from the San Bernardino Downtown Business Association, Inc. to set
a luncheon workshop for the purpose of reviewing the Downtown Plan prepared by
Project for Public Spaces on June 7, 1999 at 12:00 p.m. in the Economic Development
Agency Board Room.
BACKGROUND: At the request of the Council,all future requests to schedule luncheon
workshops during Council meetings will first be approved by the Council prior to
agendizing the workshop.
Attached is a request from the San Bernardino Downtown Business Association, Inc., for
a luncheon workshop to be held to review the Downtown Plan.
FINANCIAL IWACT: The presentation would be made at no cost to the City.
Funding is from the Downtown Business Association.
RECOMMENDATION: Set luncheon workshop for June 7, 1999, at 12:00 p.m. in the
Management Information Center -to review the Downtown Plan prepared by the Project
for Public Spaces.

Dear Mayor Valles;
The Downtown Business Association is excited about the future potential of San Bernardino. At
its meeting of March 11, 1999, the Board of Directors of the Downtown Business Association
discussed ways to realize this potential, including elements of the Downtown Plan ("the Plan")
i prepared by Project for Public Spaces (PPS) and adopted in March of 1995 by the City of San
Beriardino Economic Development Commission.
The consensus was that the downtown theaters are a major component of the Plan, and that in the
several years since the adoption of the Plan, the?Mayor, the Council and key staff persons at the
City have changed and may not be fully aware of the various components of the Plan. We
believe that everyone in key positions should be well informed when making important decisions
that affect the fiiture of our area. A working understanding of the Plan is important to recognize
and capitalize on opportunities for potential development, streetscape improvement,
identification of key corridors and streets, improvement of parking and pedestrian movement,
public transportation's role as the Plan evolves, and the overall economic benefits that could be
realized by capitalizing on the synergies that the Plan envisioned.
We think the best way to accomplish this is to have a workshop meeting on a Council meeting
day. The workshop would include the Mayor and Council, key staff persons, members of the
Downtown Business Association, and other such members of the public that may wish to attend.
PPS will be invited to conduct the workshop and present. a program updating us on the Plan, and
opportunities that might currently exist due to the theater and other developments that have
occurred since the plan was adopted.
The Downtown Business Association unanimously voted to approve funding to bring a
representative from PPS's office in New York who is familiar with and assisted in developing
the Plan to attend such a workshop meeting. have, in the last few days, been in contact with
Steve Davies, who is a principal of the firm, who was involved in the downtown planning effort,

and he has indicated that he could come and present such a workshop on June 7, 1999. This
presentation would be at no cost to the City and would be funded by the Downtown Business
Association as a community service.
Our goal is to provide a better understanding of the Plan and recognition of development
opportunities that currently or potentially exist in downtown San Bernardino. It may also be
advisable to invite Judge Kennedy, a representative of CalTrans, IRS & INS to attend the
meeting, as the courts and these other Institutions are irnportimf parts of downtown's.future.
Therefore, the Downtown Business Association respectfully requests the opportunity to work
with you and your staff to coordinate a lunch-workshop meeting during the Council recess period
on Monday, June 7, 1999. If this does not work with your schedule, we will endeavor to arrange
an alternate date at your request. I will call you shortly to follow up and see if there is anything
we can do to assist in putting the workshop together.
