POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the May 3, 1999 Council meeting.
CLASSIFIED
GENERAL FUND
2. Dispatcher I (Martin, Jennifer) — Appointment
POLICE
The incumbent is being appointed to this position to fill one (1) of the three (3) vacancies
created through attrition in the Dispatch Center. Dispatch is a critical function of the Police
Department. Cost savings associated with vacancies are entirely offset with backfilling
these positions with full-time dispatchers, community service representatives or police
officers working overtime. Oftentimes, non-dispatcher replacements impact the level of
quality service provided to the public and field personnel due to their lack of familiarity with
CAD operations. Hiring these individuals will help reduce the need for overtime by having
an adequate contingent of personnel to staff the Dispatch Center.
3. Dispatcher II (Boyd, Karen) — Promotion
POLICE
The incumbent has been a Dispatcher I since December 1997. This promotion to a
Dispatcher II is an automatic one, based on time served and good standing, after being
fully trained in a Dispatcher I position. This Dispatcher II position is a training position
(since in the budget reduction package of 1997-98, the Senior Dispatcher positions were
eliminated) and this position is necessary to train new Dispatchers. Their knowledge and
expertise in this area is necessary in the Dispatch Center.
6. Animal Shelter Attendant (Marshall, Serena) —Appointment (Provisional)
ANIMAL CONTROL
The incumbent has accepted a provisional appointment pending recruitment for this
position. She will be replacing a former full-time employee, who is now working in a part-
time capacity. The Animal Shelter Attendants staff the Animal Shelter seven days a week,
365 days each year. There are only four (4) staff members in this position to accomplish
this goal. Animal Shelter Attendants are responsible for all kennel operations, including
adoptions, animal receiving, daily cleaning, feeding and animal care and euthanasia.
There is heavy customer contact/service with this position.
The above-mentioned candidate will fill one (1) vacancy. Salary for this position is at Step
1 with no benefits.
