MOTION: That the claims and payroll and the authorization to
issue warrants as listed on the memorandum dated
April 13, 1999, from Barbara Pachon, Director of
Finance, be approved.
8. Personnel Actions. (See Attached)
MOTION: That the personnel actions as submitted by the Chief
Examiner, dated April 27, 1999, in accordance with
Civil Service rules and Personnel policies adopted by
the Mayor and Common Council of the City of San
Bernardino, be approved and ratified.

9. Set luncheon workshop - June 7, 1999 at 12:00 p.m. in the
Economic Development Agency Board Room - relative to request
from the San Bernardino Downtown Business Association, Inc., to
review the Downtown Plan prepared by Project for Public Spaces.

MOTION: That a luncheon workshop be set for Monday, June 7,
1999, at 12 noon in the Economic Development
Agency Board Room.
City Clerk's Office
10. Resolution of the Mayor and Common Council of the City of San
Bernardino requesting that the City of San Bernardino's Municipal
Election be consolidated with the November 2, 1999, Consolidated
Election conducted by the County of San Bernardino. (See
Attached) (Cost to the City -- $65,000 to be budgeted in the FY
1999/2000 budget.)
MOTION: That said resolution be adopted.

11. Ordinance of the City of San Bernardino amending Section
10.24.190 of the San Bernardino Municipal Code to prohibit
commercial vehicles on "I" Street between Twenty-third Street and
Twenty-seventh Street, Twenty-third Street between Lincoln Drive
and "I" Street, Twenty-fourth Street between Lincoln Drive and "I"
Street, Twenty-fifth Street between Lincoln Drive and "I" Street and
Twenty-sixth Street between Lincoln Drive and "I" Street. FINAL
READING (Backup material was distributed on April 19, 1999,
Item No. 13.)
MOTION: That said ordinance be adopted.
12. Approve plans and authorize advertisement for bids - installation
of street trees along Highland Avenue from "E" Street to Waterman
Avenue, per Plan No. 9845. (See Attached) (Cost to the City --
$220,000 from Community Development Block Grant.)

MOTION: That the Mayor and Common Council approve Plan
No. 9845 and authorize the Director of Development
Services to advertise for bids for the installation of
street trees along Highland Avenue from "E" Street to
Waterman Avenue.
13. Approve plans and authorize advertisement for bids -
rehabilitation of pavement on Highland Avenue - Route 259 to
Waterman Avenue, per Plan No. 9969. (See Attached) (Cost to
the City -- $520,000 from the Y2 Cent Sales and Road Tax
Fund.) Wards 2, 6, & ?
MOTION: That the Mayor and Common Council approve Plan
No. 9969 and authorize the Director of Development
Services to advertise for bids for rehabilitation of
pavement on Highland Avenue from Route 259 to
Waterman Avenue.
14. Authorize staff to proceed with street name change from Auto
Center Drive to Auto Center Road. (See Attached) (No cost to the
City -- $500 fee paid by petitioner.) Ward 3

15. Resolution of the City of San Bernardino awarding a contract to
Silvia Construction, Inc., for rehabilitation of Mill Street from
Meridian Avenue to Macy Street per Plan No. 9922. (See Attached)
(Cost to the City -- $150,000 from the Y2 Cent Sales and Road
Tax Fund.) Ward 3
MOTION: That said resolution be adopted.

16. Resolution of the City of San Bernardino authorizing the execution
of an agreement for classroom and swim pool improvements at
Boys and Girls Club with San Bernardino County Economic and
Community Development. (See Attached) (Resolution not

An ordinance of the City of San Bernardino amending Sections
15.04.020, 15.04.080B2, 15. 10.040B, and adding Section
15.04.055 of the San Bernardino Municipal Code and adopting by
reference the 1998 Edition of the California Building Standards
Code, known as the California Code of Regulations, Title 24 (CCR,
T-24) incorporating the Uniform Building Code, 1997 Edition, The
Uniform Mechanical Code, 1997 Edition, The Uniform Plumbing
Code, 1997 Edition, The National Electrical Code, 1996 Edition;
and adopting the Uniform Housing Code, 1997 Edition, the
Unifgrm Administration Code, 1997 Edition, The Uniform Code for
the Abatement of Dangerous Buildings, 1997 Edition, and,
amending those California Building Standards as identified herein,
through express findings of local necessity. FIRST READING

18. Public hearing - relative to the adoption of the 1997 Uniform Fire
Code. (See Attached)
Ordinance of the City of San Bernardino amending Chapter 15.16
of the San Bernardino Municipal Code, and adopting the California
Fire Code (1998), and incorporating by reference the 1997 Edition
of the Uniform Fire Code of the International Fire Code Institute
with necessary California amendments, together with California
Code for Regulations, Title 24, and the Uniform Fire Code
Standards (1997). FIRST READING (Ordinance not available at

City Administrator's Office
19. Resolution of the Mayor and Common Council of the City of San
Bernardino rescinding Resolution Number 1999-14, and
recommending that the Inland Valley Development Agency submit
an application to the California Trade and Commerce Agency for
the Local Agency Military Base Recovery Area Designation at the
former Norton Air Force Base, San Bernardino, California, and
designating the Inland Valley Development Agency as the lead
agency for such purposes. (See Attached) (No cost to the City.)

20. Sewer Waiver No. 99-01 - request for waiver of requirement to
connect to sewer system for Calmat Project Planning Area "D"
located at 6595 Cajon Boulevard on the south side of Cajon, 1,600
feet northwesterly of Palm Avenue. (See Attached) (No cost to
the City.) Ward 5
MOTION: That Sewer Waiver No. 99-01, requesting waiver of the
requirement to connect to the City's sewer system for
Calmat Planning Area "D", located on the south side of
Cajon Boulevard, 1,600 feet north of Palm Avenue at
6595 Cajon Boulevard, be approved subject to a
maximum of 13 employees at the site.
Parks, Recreation & Community Services
21. Resolution of the City of San Bernardino authorizing the Director
of Parks, Recreation and Community Services Department to
execute Amendment No. 9 to the agreement between the City and
Casa Ramona, Inc., relating to the operation of a Drop-In Center
located at 1524 West 7th Street, San Bernardino, California, to
extend the term of the agreement for an additional one year period.
(See Attached) (Cost to the City - $50,783 from the FY
1999/2000 General Fund budget.) Ward 1

22. Resolution of the City of San Bernardino approving purchase of
mounting hardware for the Police Department's new Mobile Data
Computers, the installation of the new mounting hardware, the
purchasing of the MDC software and the activation of the MDC
radio link. (See Attached) (No cost to the City -- $208,717 to be
funded from the 1998/2000 Local Law Enforcement Block
Grant.) (Resolution not available at time of printing.)

23. Authorization to proceed with the sale of city property to All Pro
Broadcasting, Inc. - north of Mill Street, east of I-215 Freeway and
west of"G" Street. (Backup material was distributed on April 5,

Resolution of the City of San Bernardino establishing and setting
fair market value and sales price of $1,500.00 and declaring the
intention of the City to sell property located north of Mill Street,
east of I-215 Freeway and west of "G" Street in the City of San
Bernardino, to All-Pro Broadcasting, Incorporated, and setting a
public hearing to consider said sale

24. Public hearing - General Plan Amendment No. 98-02 - to amend
the land use designation from CG-2, Commercial General, to CH,
Commercial Heavy; and Development Permit III No. 98-07, to
establish a parking lot for ice cream trucks at an existing cold
storage wholesale warehouse at the northeast corner of Base Line
Street and Garner Avenue. (See Attached) (No cost to the City.)

Request/Location: A request to change the General Plan land use
designation from CG-2, Commercial General, to CH, Commercial
Heavy and to establish a parking lot for fleet vehicles for a cold
storage (ice cream) wholesale warehouse. An existing building on
site will be demolished to accommodate a portion of the parking
area. The site is located at 1180 W. Base Line Street at the
northeast corner of Base Line Street and Garner Avenue.
Resolution of the City of San Bernardino adopting General Plan
Amendment No. 98-02 to the General Plan of the City of San
Bernardino, to amend the General Plan Land Use Designation from
CG-2, Commercial General, to CH, Commercial Heavy, for three
parcels totaling .76 acres at the northeast corner of the
intersection of Base Line Street and Garner Avenue.
Mayor to open the hearing . . .
MOTION: That the hearing be closed; that said resolution be
adopted which approves General Plan Amendment No.
98-02; and approve Development Permit III No. 98-07,
based on the Findings of Fact, subject to the
Conditions of Approval and the Standard
Requirements, as listed in the staff report dated April
15, 1999, from Michael E. Hays, Director of
Development Services.

26. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three-
minute limitation shall apply to each member of the public who
wishes to address the Mayor and Common Council/Community
Development Commission on a matter not on the agenda. No
member of the public shall be permitted to "share" his/her three
minutes with any other member of the public. (Usually any items
heard under this heading are referred to staff for further study,
research, completion and/or future Council/Commission action.)

NOTICE: Any member of the public may address this meeting of
the Mayor and Common Council/Community Development
Commission on any item appearing on the agenda by approaching
the microphone in the Council Chambers when the item about
which the member desires to speak is called and by asking to be
recognized.
Any member of the public desiring to speak to the Mayor and
Common Council/Community Development Commission
concerning any matter not on the agenda but which is within the
subject matter jurisdiction of the Mayor and Common
Council/Community Development Commission, may address the
body at the end of the meeting, during the period reserved for
public comments. Said total period for public comments shall not
exceed forty-five (45) minutes, unless such time limit is extended
by the Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to each
member of the public, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. No member of the public shall be permitted to
"share" his/her three minutes with any other member of the
public.
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to staff, or to
any commission, board, bureau, or committee for appropriate
action or have the item placed on the next agenda of the Mayor
and Common Council/Community Development Commission.
However, no other action shall be taken nor discussion held by the
Mayor and Common Council/Community Development
Commission on any item which does not appear on the agenda
unless the action is otherwise authorized in accordance with the
provisions of subdivision (b) of Section 54954.2 of the Government
Code.
Public comments will not be received on any item on the agenda
when a public hearing has been conducted and closed.
