Proposed Lucy's Laundromart - Mayor and Common Council Meeting of June 7, 1999
BACKGROUND:
The City has received a proposal from Lucy's Laundromart to construct a new building to house a
laundromat, food mart, and a third use. The project consists of approximately 3000 s.f. for the self-serve
laundry, 1400 s.f. for the mart (convenience store), and 1000 s.f. for a third use (fast food restaurant, check
cashing service, etc.).
The food mart is a convenience store by definition [Section 19.06.030(2)(G)] of the Development Code), and
subject to the locational criteria. Convenience stores cannot be located within 1,000 feet of an existing or
previously approved convenience store, elementary, middle, or high school, measured from property line to
property line.
The locational criteria were adopted to minimize impacts due to over-concentrations of these uses. Some
convenience stores have been problematic due to loitering, littering, and providing an attractive nuisance.
The parcel at the southeast corner of Baseline and "F" is approximately 768 feet from the property line of
Riley Elementary School located at the northwest corner of Baseline Street and "G" Street. It is also
' proximately 79 feet from an existing convenience store (Midway Market) located at 658-A W. Baseline.

Reduce the distance in the locational criteria
The locational criteria could be changed to require a minimum of 750 feet from a school and deletion of the
distance between convenience stores.
This option would be applicable Citywide, and could result in additional convenience stores, although still
limit new ones near schools.
Create a multi-service definition
A definition for multi-service uses could be established that allows certain combinations of uses, including
convenience stores without alcohol, with modified or no locational criteria.
This option would be applicable Citywide, and would potentially create impacts. Most of the convenience
store proposals that have been received in the last few years have included other ancillary uses such as fast
food outlets (with and without drive-thrus), check cashing services, etc., or have been ancillary to a service
station. It is likely that project proponents would propose a mixed use to get around the locational criteria
issue.

)wever, multi-service uses could be limited to the CG-2, Commercial General land use district, which
includes all of Baseline Street, and Mt. Vernon Avenue from 9ffi Street to 16ffi Street.

RECOMMENDATION:
If the Mayor and Common Council wish to proceed with a Development Code Amendment, staff
recommends the following:
• Establish a definition of multi-service uses, including convenience stores without alcohol.
• Create separate locational criteria
• Limit to the CG-2, Commercial General land use district.
FINANCIAL IMPACT:
The costs to the City to initiate a Development Code Amendment would be approximately $5,000, including
public notification, postage, printing, and advertising costs.
The timeframe for completion of a Development Code Amendment is approximately 5-6 months. The process
could be expedited and completed in 3-4 months. However, if the project is fast-tracked, other projects may
potentially be delayed.

STAFF REPORT
The City of San Bernardino's Development Code does not
allow convenience stores, of less than 5,000 sq. feet in size,
within 1,000 feet of another convenience store or school.
Lucy's LaundryMart is a chain that offers personal and
convenience store services to its customers, in addition to
traditional laundry services (see attached). It does not sell
alcohol products.
Lucy's LaundryMart has expressed an interest in opening a
new store at the southeast corner of Baseline and "F" Street.
However, because the proposed location is across from Riley
Elementary School, there appears to be Development Code
restrictions that may impede the project.
An amendment to the Development Code would make it
possible for this project to be considered for a conditional use
permit.

LUCY'S TO SHINE SPOTLIGHT ON HOLLYWOOD
Torrance, CA. Lucy's LaundryMartTM, Inc. has announced the January, 1998 opening of
its fifth store located at 5609 Sunset Blvd., Los Angeles, CA. The local micro-mall chain has
expanded its concept of`laundromat and market" in one to include three additional nationally
recognized retailers: Burger King, Wells Fargo, and Starbucks Coffee. Lucy's LaundryMart
will still include the services that its customers have come to know in Lucy's four other Los
Angeles locations—an open, spacious, modern, clean and safe laundromat and a mart stocked
with items tailored to their customers' needs—with a convenient twist. Patrons will now be able
to get a bite to eat at Burger King, do their banking with a full-service Wells Fargo Bank branch,
and enjoy a cup of fresh-brewed coffee and a scone at Starbucks without having to leave their
f laundry unattended.
"People lead very busy lives," states Bill Cunningham, Lucy's CEO. "We like to think
that we are helping to make those lives a little easier. By combining services that consumers use
frequently in one location, we feel we can reduce daily `hassles' and increase the perception of
time that people feel they have available to accomplish their `to do' lists."
And these services can all be utilized by customers without losing sight of their clothing.
The openness of design inherent in all Lucy's LaundryMart locations enables the laundry
customer the freedom to cash a check, grab a burger, and leisurely sip a cup of gourmet coffee
without worrying that their laundry is unattended. Children can play safely in Lucy's Kid Zone,
while Mom or Dad does the wash in one of the many new, state-of-the-art washers and dryers.

The main advantage of doing laundry at Lucy's is service. "Our customers are important

With a recent infusion of investment capital, the corporate office of Lucy's
LaundryMartTM is poised for an aggressive expansion plan that calls for eight new Lucy's
locations by the first half of 1998 in the Los Angeles area alone, and a hiring plan that will
employ approximatley 100 more local residents. Plans are also underway for expansion into
several other Southern California communities. "We're very excited about the expansion, and
we're ready." Bill Cunningham summed up the corporate philosophy, "Lucy's means value, and
a whole lot more."

Current City of San Bernardino Development Code prohibits the Iccation of
a convenience store within 1,000 feet of a school. The San Bemardino City
Unified School District opposes any amendment to the code which would
allow a convenience store that sells alcohol to operate within 1.000 feet of
a school site.
