At these meetings, the concept of a Revitalization Plan for the center was presented to the property owners, and accepted by those in attendance. The intent of the Revitalization Plan was to significantly upgrade and renovate the 40th Street Shopping Center. Specifically, some of the proposed activities included: landscaping improvements, facade improvements, uniformed signage, parking lot reconfiguration, traffic circulation, and new lighting. From the onset, the Agency was to fund one-half(1/2) of the costs associated with the development of the Revitalization Plan (total cost was anticipated to be approximately $45,000), while the collective property owners would share in the remaining costs. The property owners granted conceptual approval to the plan, as well as their commitment for financial support. After obtaining Commission approval for the funding of the Agency's share of the Revitalization Plan, staff proceeded with requesting and obtaining the previously committed financial support from the property owners. Of the eight property owners involved in the project, only one (Mr. Richard Filanc, owner of the property which includes the TG & Y store) submitted the requested pro-rata share of the Revitalization Plan costs. The remaining property owners expressed an inability to financially commit due to the current economic climate, or changed their original position and are not interested at this time. At the November 15, 1993 Commission meeting, the Community Development Commission approved $45,000 in total Agency funding for the development of a Revitalization Plan with C & B Enterprises or another selected firm in the event that the approved professional services agreement was not executed by C & B Enterprises in a timely manner. C & B Enterprises failed to respond in a timely manner as required by Commission action. Correspondingly, staff terminated all further negotiations and initiated a Request for Proposals (RFP) for the 40th Street project. Analysis On December 13, 1993, staff issued a RFP for the 40th Street Shopping Center project to twenty-four (24) consulting firms with experience in developing revitalization plans for commercial rehabilitation improvements. Five (5) consulting teams responded by the January 13, 1994 deadline date. Wall and Associates Development Department staff reviewed all proposals and determined that the proposals submitted by the teams of Richard Pope and Associates and Daniel, Mann, Johnson and Mendenhall were most qualified and, therefore, were scheduled for an interview. Although both teams have impressive experience, it became apparent during the interview that the team of Richard Pope and Associates was most qualified. The team of Richard Pope and Associates has extensive urban design experience and will provide the City and the property owners with the necessary solutions to revitalize the Center. The firms which make up the team will each provide a crucial component for the revitalization plan. The firm of Richard Pope and Associates will lead the design team and, with the other firms, will assess and identify design options for the Center. Gary W. Miller, Architect and Associates will prepare architectural plans, details and specifications for all identified exterior facade improvements and center signage, including a colored rendering with applicable samples of materials, colors, and signage design. Engineering Design Center will direct all engineering aspects of the project including survey and evaluation of traffic access issues. Additionally, Engineering Design Center will prepare grading/drainage plans of the site and street improvement plans showing new driveway locations and abandonment of existing driveways, if required. Toomey and Associates will serve as planning consultant throughout the Conditional Use Permit process. Toomey and Associates will address masterplan issues including pedestrian access, vehicle circulation, signage placements and safety concerns. Of the proposals submitted, Richard Pope and Associates is the only team with direct project experience in shopping center rehabilitation projects. In the City of San Bernardino, the team has worked on shopping centers at Sierra Way and Highland Avenue and Del Rosa and Highland Avenue. Additionally, the team of Richard Pope and Associates brings to this project the experience of working with the City, as well as a firm understanding of the history of the project due to its location (three of the four firms are located in San Bernardino). The Richard Pope and Associates team will provide the following services for the Revitalization Plan.
