Synopsis of Previous Commission/Council/Committee Action(s):
On January 24, 1994, the Community Development Commission, in Closed Session,
instructed staff to submit to the Civic Light Opera Board of Directors an offer related to the
$200,000 Civic Light Opera loan.

Recommended Motions Continued:
MOTION B: That the Community Development Commission re-affirm its earlier
action and direct staff to continue with the previously approved
foreclosure.
OR
MOTION C: That the Community Development Commission authorize staff to take
any and all necessary steps to acquire the California Theatre from the
San Bernardino Civic Light Opera Association in the amount of
$500,000 (crediting the Civic Light Opera with the $103,500 already
paid).
OR
MOTION D: That the Community Development Commission grant to the San
Bernardino Civic Light Opera Association $500,000 to assist the
Association in restructuring its financial affairs.
OR
MOTION E: That the Community Development Commission loan to the San
Bernardino Civic Light Opera Association $500,000 with terms and
conditions of repayment to be established in substantial compliance
with the Civic Light Opera-developed five (5) year business plan
submitted to Agency staff.

San Bernardino Civic Light Opera - California Theatre
On January 24, 1994, the Community Development Commission, in closed session authorized
staff to make an offer to the Civic Light Opera in connection with its $200,000 loan with the
Agency. The Commission's offer was transmitted to the Civic Light Opera on January 26,
1994, with the request that the Civic Light Opera General Manager provide a written Civic
Light Opera Board approved response to said offer.
On February 2, 1994, staff received the attached written response which rejects the
Commission's offer of January 24, 1994.
Based upon the Civic Light Opera Board of Directors action, staff recommends the adoption
on form motion "A" and the consideration of form motions "B" through "E".
Staff recommends adoption of the form motion.
