Synopsis of Previous Council action: June, 1992 - Allocation of $778 , 000, for completing the interconnect and upgrading of traffic signals in CBD approved in 1992/93 Federal-Aid Surface Transportation Program. 09-08-92 -- Resolution NO. 92-372 adopted authorizing execution of an Agreement with MGA for Professional Engineering Design Services . 04-19-93 -- Allocation of $778 , 000 of Federal-Aid CMAQ funds , under Account No. 242-362-57306 , and plans approved, and authorization granted to advertise for bids . 06-21-93 -- Resolution No. 93-212 adopted, awarding a contract to Superior Signal Service Corp. for low bid price of $695 , 878 . Description) Interconnect & Modify affic Signals - CBD Finance: Council Notes: 75-0262 Agenda Item No. CITY OF SAN BERNP -VINO - REQUEST Ml COUNCIL ACTION STAFF REPORT The plans for interconnecting and modifying the traffic signals in the Central Business District were prepared by a con- sultant, pursuant to an Agreement approved on 9-8-92 . Authorization was subsequently granted to initiate pro- ceedings to direct the owner, of the parcel on the southwest corner of Rialto Avenue and "E" Street, to widen Rialto Avenue to match adjoining sections . This widening would entail reconstruc- ting the curb return at Rialto Avenue and "E" Street at the new curb alignment, and increasing the radius to comply with our policies. The plans for the traffic signal interconnect and modi- fication direct the new signal equipment to be installed to match the existing curb return. One traffic signal foundation has been poured. There are some existing pull boxes and conduit that will have to be relocated to clear the new curb construction. It is advisable for these facilities to be relocated by the traffic signal contractor, since he is performing similar work. The traffic signal contractor has agreed to perform this relocation, abandon the foundation that was recently nour_ed, and construct a new foundation on a time and materials basis at a cost not to exceed $11 , 000. The total estimated project cost included an amount of $102 , 945 for contingencies, under Account No. 242-362-57306 , which can be used to finance the cost for this extra work. Caltrans will need to concur with this extra work, since 100% of the project cost is being financed with Federal-Aid CMAQ Funds. A request has been submitted to Caltrans for concurrence, and a reply is expected within the next few days . The owner of the parcel on the southwest corner did not proceed to widen the south side of Rialto Avenue within the specified time frame. Therefore, we are proceeding to have the work done and place an assessment on the parcel to recover the City' s cost. If the traffic signal relocation work is not done under the current contract, it will have to be done under the widening and assessed to the property owner. We recommend that the relocation work be added to the current contract. 1-27-94 5.0264 CONTRACT CHANGE ORDER NO. 3 REV NO. SUPPL. NO. ROAD Traffic Signal Interconnect-Downtown SHEET 1 OF 1 FED NO. CMAQLG-5033 (006) CONTRACT NO. 8805 TO: SUPERIOR SIGNAL SERVICE CORPORATION You are hereby directed to make the herein described changes from the plans and specifications or do the following described work not included in the plans and specifications on this contract. NOTE: This change order is not effective until approved by the State Highway Engineer Description of work to be done, estimate of quantities, and prices to be paid. Segregate between additional work at contract price, agreed price and force account. Unless otherwise stated, rates for rental of equipment cover only such time as equipment is actually used and no allowance will be made for idle time. The last percentage shown is not accumulated increase of decrease from the original quantity in the Engineers Estimate. EXTRA WORK AT FORCE ACCOUNT: Remove and relocate the existing traffic signal poles, conduit, pull boxes and street lighting conduit approximately 7-8 feet, to the ultimate street width at the southwest corner of Rialto and "E" Streets, as directed by the Resident Engineer, at a cost not to exceed $11, 000. 00.
