STAFF REPORT
The San Bernardino County Flood Control District has a
retention basin on the northeast corner of Mill Street and Pepper
Avenue. These streets were originally dedicated with a total
width of 60 feet. Both streets have a right-of-way of 30 feet
from centerline, adjoining this basin.
An ultimate right-of-way of 100 feet has been established
for both Mill Street and Pepper Avenue. Additional dedication of
20 feet will, therefore, be required in order to provide the
ultimate right-of-way.
Discussions have been held with District personnel
relative to dedication of additional right-of--way, in order to
allow curbs and gutters to be installed at the ultimate width of
36 feet from centerline. Dedication of an additional 20 feet
would necessitate extensive regrading of the basin.
A tentative agreement has been worked out with the
District under which an additional 12 . 5 feet will be dedicated
along Mill Street, and an additional 14 feet along Pepper Avenue.
These additional rights-of-way will provide parkways of 6 . 5 feet
and 8 feet respectively at the time curbs and gutters are in-
stalled. Certain improvements, such as paving the adjacent
access roads and constructing retaining walls, will be required
as a condition of dedicating these additional rights-of-way.
These improvements will allow the basin to be operated at its
current capacity, and not create any maintenance problems.
The preliminary estimate of cost for construction of
these improvements is $180 , 000 . These improvements are pro-
grammed in the 1994/95 Fiscal Year.
We have requested that the District proceed to prepare
the necessary agreement and document to dedicate the additional
right-of-way. In order that we may be in a position to proceed
with the improvements upon adoption of the 1994/5 Budget, it is
recommended that $8, 000 be allocated to allow preparation of the
plans to be started at this time, and be ready to advertise for
bids shortly after the 1994/94' Budget has been approved.
The balance of the funds will be included in the
recommended 1994/95 Budget.
It is, therefore, recommended that the allocation of
$ 8 , 000 , from the available balance for the rehabilitation of
pavement on Redlands Boulevard, from Hunts Lane to the East City
Limits, be approved.
