On October 7, 1975, Robert L. Bivens was appointed to the Board of
Water Commissioners and served continuously until his resignation
which became effective on April 30, 1993 .
Requesting the approval of appointment of Alton L. Garrett, Jr. to
fill vacancy created by resignation of Robert L. Bivens. A copy of
Mr. Alton's resume is attached.

EXPERIENCE
Director of Sales - National Orange Show - January 1991 -
Present. Develops and follows leads resulting in the rental of
facilities. Coordinates with promoters and producers the
schedule of events and follows through to completion. Performs
all negotitations with promoters and producers requesting use of
the facilities. Coordinates marketing efforts to insure maximum
utilization of the facilities.
Beverage Manager - National Orange Show - March 1989 - January
1991
Managed a staff of 15 individuals. Responsible for the
accountability and control of all purchases. Communicated
policies to employees and insured compliance of same.
Formulated policies and procedures for safe bar operations and
maintained warehouse of all stored items.
Director of Personnel - United States Air Force - December 1965
- June 1989 - Retired in the grade of Chief Master Sergeant
Served at various location throughout the United States and
overseas; initially as a personnel specialist and progressed in
grade and responsibility to Director of Personnel prior to
retiremen. Served two tours of duty in Vietnam and aided and
assisted in numerous new programs and procedures. Prepared
staff studies, briefings, updates and reviewed legislative
correspondence for Senior Officer signature and processing.
BIOGRAPHY
ALTON LESLIE GARRETT, JR
Alton L. Garrett, Jr., is the Director of Sales for the National Orange
Show Events Center, San Bernardino, California. He is responsible
for developing and implementing a sales plan which will insure
maximum utilization of the Events Center. He represents the
National Orange Show Events Center on numerous committees and at
Conferences and Trade Show throughout the United States.
Mr Garrett enlisted in the U.S. Army in June 1961 . After completing
basic training and Administrative Specialist training at Fort
Jackson, South Carolina, he served at several different Amy
installations, including Frankfurt, West Germany, Fort Ord,
California and Fort Benning, Georgia. He separated from the Army in
October 1965.
Mr Garrett joined the U. S. Air Force in December 1965 and was
immediately assigned to Mather AFB CA. While assigned at Mather
AFB, he was selected Base Airman of the month for February 1966.
He served at numerous locations throughout the United States and
overseas including tours of duty at the United States Air Force
Academy, Colorado Springs, Co; two tours of duty in Vietnam; Senior
Enlisted Advisor to the Commander US Forces, Korea, prior to
arriving at Norton AFB, in August 1985.
During his tour at Norton AFB, he served as Noncommissioned Officer
in Charge, Consolidated Base Personnel Office and finished his tour
at Norton and with the United States Air Force as Director of
Personnel, Air Force Inspection and Safety Agency. His retirement
as of June 1 , 1989, culminated over 27 years of faithful service to
his country. Mr Garrett retired in the grade of Chief Master
Sergeant.
Mr Garrett received numerous decoration during his military career
which include the Bronze Star Medal, Meritorious Service Medal with
two oak leaf clusters, Air Force Commendation Medal with seven oak
leaf clusters, Vietnam Service Medal with five Bronze stars,
Republic of Vietnam Campaign Medal, and the Republic of Vietnam
Gallantry Cross with palm. He is also a recipient of the Outstanding
Airman Ribbon as a result of being selected the United States Air
Force Academy's Senior NCO of the Year for 1979.
Mr Garrett is a graduate of Southern Illinois University, with a
Bachelor of Science Degree in Vocation Education Studies. This
degree was conferred October 14, 1993.
Mr Garrett is an Associate member of the National Coalition of Black
Meeting Planners (NCBMP). He is also a member of the Rediscover
San Bernardino Task Force; Executive Committee for the Festival of
the Arrowhead; and Early Alert Retention Support (EARS). Mr
Garrett has two children, Keven C. age 24 and Yona I., age 16. Mr
Garrett was recently elected and installed as the President of
Westside Action Group.
