AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY

CONFORMANCE WITH THE ATTACHED STAFF REPORT.

Salvation Army Substitute Payee Program
The Salvation Army - San Bernardino Corps., has requested financial assistance in the amount of
$7,500 to be used for program administration of the Salvation Army Substitute Payee Program (a
public service project). The County of San Bernardino Economic and Community Development
Department (administrators of the County's CDBG program) has also agreed to fund $7,500 in
CDBG funds, for a total jointly funded project of $15,000. The Substitute Payee Program
provides for administrative support from the Salvation Army staff in carrying out the objectives
of the Social Security Administration by providing technical assistance to program participants
who cannot effectively handle their personal financial affairs.
Because an appropriate funding source needed to be identified and because the City had reached
its 15% limit with respect to CDBG-financed public services activities, it is necessary to transfer
funds between projects in order to accomplish the desired objective. The Frazee Community
Center has been allocated $20,000 in CDBG funds for a public services project. Frazee
Community Center is the designated Community Housing Development Organization ("CHDO")
under the Home Investment Partnership Act ("HOME" Program). Therefore, the activities to be
undertaken by this CHDO would be more appropriately funded under HOME. Given the fact that
there are no CDBG funds available at this time, it is necessary to proceed with the following
actions:
1. Transfer $7,500 in CDBG funds from the Frazee Community
Center Public Service Project to the Salvation Army Emergency
Shelter Public Services Project.
2. Allocate $7,500 in HOME program funds to Frazee Community
Center for CHDO related activities.
These actions will provide the necessary vehicle to fund the Salvation Army Substitute Payee
Program, while maintaining the current level of services at Frazee Community Center.
Staff recommends adoption of the attached Resolutions.

9 (a) The Mayor of the City of San..Rernardino is hereby authorized and directed
10 to execute, on behalf of the City, an agreement for Community Development Block

Grant funding with Salvation Army-San Bernardino Corps., which agreement will be

13 drafted in conformance with the attached staff report. The agreement provides for the
14 granting of Community Development Block Grant funds in the following amount of
15 $7,500.
16 SECTION 2.
17 (a) The Authorizations to execute the above referenced agreement is rescinded
18 if the parties to the agreement fail to execute it within sixty (60) days of the passage
19
of this Resolution.

FIRST AMENDMENT
TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT
FRAZEE COMMUNITY CENTER
PUBLIC SERVICES AGREEMENT
This FIRST AMENDMENT TO THE FRAZEE COMMUNITY CENTER PUBLIC
SERVICES AGREEMENT is entered into effective as of January 24, 1994, at San
Bernardino, California, between the City of San Bernardino, hereinafter "Administrator", and
Frazee Community Center, hereinafter "Recipient".
WHEREAS, Frazee Community Center has-been-allocated $20,000 in CDBG funds to
administer a public service program;
WHEREAS, Frazee Community Center is a City designated Community Housing
Development Organization (CHDO);
WHEREAS, the activities to be undertaken by the CHDO would be more appropriately
funded under the Home Investment Partnership Act (HOME Program);
Therefore, the Administrator and Recipient agree as follows:
1. CDBG funds in the amount of $7,500 will be transferred from this project to another
CDBG eligible project.
2. HOME funds in the amount of $7,500 will be allocated to the project in order to
replace transferred funds.
3. The total amount of funding remains at the same level of$20,000.
IN WITNESS WHEREOF, the parties hereto have executed this FIRST AMENDMENT TO
THE AGREEMENT on the day and year first hereinabove written.
