HOUSING DIVISION QUARTERLY ACTIVITY REPORT
The Development Department Housing Division is responsible for initiating and facilitating a
wide variety of housing programs, activities and development projects. These activities are
designed to pro-actively revitalize both existing housing stock and new development activity
within the San Bernardino community. In an effort to market/promote the accomplishments
of the Housing Division, and to continuously inform the Housing Committee and the
Community Development Commission regarding various Housing activities, the attached
quarterly report is provided.
It is important to note that the quarterly report focuses on accomplishments and is not
representative of the significant volume of activity necessary to achieve the desired results.
Additionally, the quarterly report does not include projects which may reasonably be
included as division accomplishments given the fact the Agency's role in the project is all
but complete. These projects, however, require certain actions of other entities, such as
private lending institutions and the City's development review departments. Such projects
will only be included in the Division's quarterly activity report when staff is certain that the
projects will be successfully consummated.
Staff strongly believes that the quarterly report represents an excellent vehicle for
information to be presented on the various accomplishments of the Housing Division.
Staff recommends adoption of the form motion.

QUARTERLY ACTIVITY REPORT
The Development Department Housing Division is charged with the mission of "actively
maintaining, improving and developing quality neighborhoods and housing opportunities
throughout the City of San Bernardino". To that end, the Housing Division continues to pro-
actively facilitate high-quality programs, activities and developments designed to meet
identified housing needs and to revitalize the housing market within this community.
The quarterly activity report highlights Housing Division accomplishments for the period of
October 1, 1993 through December 31, 1993. In addition, the report also illustrates the
relationship between Division accomplishments and Development Department goals and
objectives.
PROPERTY IMPROVEMENT (REHABILITATION) ACTIVITIES
1) Housing staff continued to pro-actively facilitate citywide graffiti removal and
neighborhood clean-up activities through the Los Padrinos Community Coalition.
During the second quarter of Fiscal Year 1993-94, Los Padrinos utilized twenty-one
(21) youth workers and five (5) working supervisors in carrying out the following
activity levels:
a) "Spot" Graffiti Removal -- 51,692 locations (Pro-active/City-wide Removal)
b) "Hotline" Graffiti Removal -- 245 requests (Re-active/Special Requests)
c) Weed Abatement -- Separate 346 locations (Pro-active/City-wide Removal)
* Stated FY 1993-94 Budget Goal;
Pro-actively implement projects, programs and activities designed to address
identified community housing "needs".
2) The Housing Division continued coordination of the Neighborhood Preservation Team
(NPT), and the delivery of assorted programs, projects and activities within selected
"focus" neighborhoods (i.e., Arden-Guthrie and Central City). NPT is an inter-
departmental group consisting of various City staff and local community service
providers committed to the concentration of available resources to meet identified
neighborhood/housing needs. By adopting a "Just Do It" philosophy and approach, and
by concentrating on "results" rather than "process", the NPT can effectuate significant
permanent change within selected "focus" neighborhoods.

Through the Neighborhood Preservation Team (NPT) continue
concentration of available resources within selected "focus" neighborhoods,
in order to address specific identified neighborhood "needs" and issues.
3) Housing Division staff continued pro-active marketing of the Neighborhood "Spirit"
Property Improvement Assistance Program, on a Citywide basis, to single-family
detached/owner-occupied households. For the second quarter, this effort resulted in the
following activity levels:
* Single-family/Owner-occupied household inquiries 60
* Applications currently being processed 50
* Applicants/Loans funded 24
* Rehabilitation Monies Expended $438,810
* Stated FY 1993-94 Budget Goal;
On a city-wide basis, improve the existing Single-family Residential (SFR)
housing stock, stabilize and strengthen property values and improve the
"quality of life" through rehabilitation and revitalization of these structures.
4) Housing Division staff continued pro-active marketing of the Neighborhood "Spirit"
Property Improvement Assistance Program to investors interested in rehabilitating their
multi-family (apartment) properties. For the second quarter, this effort resulted in the
following activity levels:
* Multi-family/Apartment inquiries 52
* Units currently being processed FY 1993-94 21
* Multi-family Units funded FY 1993-94 15
* Rehabilitation Monies Expended $512,476
* Stated FY 1993-94 Budget Goal;
On a city-wide basis, improve the existing multi-family/apartment housing
stock to create improved/enhanced "quality of life" for the "rental"
community through substantial rehabilitation and revitalization of these
structures.
5) Housing Division staff pro-actively facilitated implementation of the Arden-Guthrie
"Focus" Neighborhood Revitalization Strategy/Implementation Plan Components,
resulting in the following:
a) A joint Neighborhood Presentation Team (NPT)/community meeting was conducted
at Emmerton Elementary School on October 29, 1993. This meeting was attended
by approximately 35 local residents interested in becoming part of the Sunrise
Village Neighborhood Committee for this community.
b) Equity Management conducted a meeting with neighborhood property owners on
November 13, 1993. Approximately forty (40) property owners attended this
meeting, at which Equity Management presented their proposal for Comprehensive
Property Management Services.
c) As of December 31, 1993, Equity Management has formally executed property
management agreements with five (5) property owners, thereby delivering property
management services to nineteen (19) buildings with seventy-six (76) units.
d) Approximately 250 local residents participated in a "focus" neighborhood clean-up
campaign conducted on November 20, 1993. This extremely successful campaign
resulted in the removal of over 100 tons of assorted trash and debris and the
removal of virtually all neighborhood graffiti. Participants in the neighborhood
clean-up campaign included the Los Padrinos Community Coalition, Victory
Outreach, Emmerton Elementary School, San Bernardino Police Department, KIDS
Against Crime and San Andreas High School.
e) On December 6, 1993, at the specific recommendation of the Housing Committee
the Community Development Commission authorized the acquisition and relocation
of four (4) modular office buildings, in conjunction with the San Bernardino
Unified School District. Once relocated these buildings will provide needed
classroom space for the Emmerton Pre-school and Adult GED Education programs.
f) The provision of 24-hour day armed security resulted in a 4% percent drop in
reported type one (1) crimes during the second quarter of 1993.

Concentrate available resources within the Arden-Guthrie "Focus"
Neighborhood, in conjunction with the adopted Revitalization Strategy, to
permanently change the economics of this neighborhood to such an extent
that it can then be maintained at a desirable level without the need for more
than "normal" ongoing City investment.
DEVELOPMENT ACTIVITIES
1) The FY 1994 Comprehensive Housing Affordability Strategy (CHAS) and Five-Year Plan
was completed and submitted to the Department of Housing and Urban Development
prior to the December 30, 1993 deadline. Through development of the FY 1994 CHAS
document and Five-Year Plan, the Development Department Housing Division formally
re-evaluated the identified housing "needs" and corresponding Housing priorities of this
community. This re-evaluation will enable the City to capitalize on all future housing
opportunities and financing resources as they become available.

Continue implementation of a Comprehensive Housing Strategy, the
stated mission of which is to maintain, improve and develop quality
neighborhoods and housing opportunities throughout the City of San
Bernardino.
2) The CHAS Annual Performance Report and FY 1993 Annual Plan was completed and
submitted to the Department of Housing and Urban Development prior to the December
30, 1993 deadline. This report details the City's progress in carrying out specific
priorities contained within the CHAS Annual Plan for the reporting period of October 1,
1992 through September 30, 1993.

Continue implementation of a Comprehensive Housing Strategy, the
stated mission of which is to maintain, improve and develop quality
neighborhoods and housing opportunities throughout the City of San
Bernardino.
3) The HOME Program 1993 Annual Performance Report was completed and submitted to
the Department of Housing and Urban Development prior to the established December 30,
1993 deadline. This report details how the City of San Bernardino utilized available FY
1992 and FY 1993 HOME Program funds for the reporting period of October 1, 1992
through September 30, 1993.

Continue implementation of a Comprehensive Housing Strategy, the
stated mission of which is to maintain, improve and develop quality
neighborhoods and housing opportunities throughout the City of San
Bernardino.
4) The Development Department Housing Division continued pro-active implementation of
the First-Time Home Buyers Mortgage Assistance Program (MAP). To date, this program
has generated the following activity levels:
* Citizen Inquiries Received; 425
* Lender Packages Received, Requesting Reservation of MAP Funds; 39
* MAP Loans funded; 15
* Stated FY 1993-94 Budget Goal;
Continue to promote first-time homeownership opportunities to low and
moderate income individuals and families, who would not otherwise be
able to realize such opportunities within this community.
5) On November 15, 1993, the Community Development Commission, at the specific
recommendation of the Housing Committee, approved the Owner Participation Agreement
(OPA) with Young Homes. This project includes the development of thirty-six (36) high
quality/"affordable" single-family detached homes, ranging in size from 1,690 to 1,765
square feet. Once completed, the development will generate approximately $495,000 in
building permits and fees to the City of San Bernardino.

Facilitate development of a high quality thirty-six (36) home single-
family detached residential subdivision at Randall and Pepper Street.
6) The Housing Division completed a comprehensive/city-wide land survey, consisting of
residentially zoned vacant parcels of five (5) acres or more. The completed document will
be distributed to builders and developers interested in the proviso of high quality
residential development within the City of San Bernardino. Information contained within
the vacant land survey includes demographic and economic information on the City, as
well as building and planning information necessary to initiate the development process.

Create and promote an attractive building environment for the
"development community" to effectuate construction of "new" high
quality single-family housing opportunities within this community.
7) The Osborne Collection at Northpark continues marketing and sale of Phase I (sixteen
(16) homes) and Phase II (fourteen (14) homes) project inventory, reporting the following
sales information:
* Reservations - 3
* Existing Escrows - 9 (with five (5) Loan Approvals)
* Closed Sales - 11
* Stated FY 1993-94 Budget Goal:
Create and promote an attractive building environment for the
"development community" to effectuate construction of "new" high
quality single-family housing opportunities within this community.
HOMELESS SERVICES ACTIVITIES
1) Working with a special committee of service providers and public agencies, implemented
a Holiday Gift Basket program tracking system. In November and December Homeless
Service Agencies submitted 1,304 request forms, which were subsequently distributed to
participating gift basket providers.

Continue Implementation of the Regional Homeless Assistance Plan.
2) Completed the FY 1993-94 Request for Proposals (RFP) process for the Emergency
Shelter Grant Program (ESGP) and the Homeless Shelter Utility Payments Program
(HSUPP). Frazee Community Center was awarded $30,000 in ESGP funds and Salvation
Army $20,000 in HSUPP funds for FY 1993-94.

Support continued utilization of Emergency Shelter Grant Program and
Homeless Shelter Utilities Payment Program funds.
3) Implemented the Tenant Based Assistance Component of the HOME Program through the
County Housing Authority. Selected tenants with disabilities will be provided with
monthly rent subsidies for up to two (2) years or until State After Care funding is
provided. Approximately twenty (20) to twenty-five (25) disabled tenant will be assisted
under this Component during the 1993-94 Fiscal Year.

Financially assist selected persons/households who, because of specific
unique or unusual circumstances, are not provided affordable "rental"
housing opportunities within this community.
SPECIAL, PROJECTS
The Homeless Services Analyst was selected as the Loaned Executive from the City of San
Bernardino, to work with Arrowhead United Way from September 8, 1993 through December
23, 1993. Through this program, and working with City department coordinators, contributions
to United Way increased by 18% percent over the previous year.

The following is a quick summary of Equity Management
Services' activities relating to the Arden Guthrie Focus
Neighborhood from September 7, 1993 through January 4, 1994 .
SEPTEMBER 1993
♦ Contract entered into between Equity Management Services and
Qualified Security for 24-hour armed security. Three 8-hour
shifts with night shift including canine.
♦ Equity coordinated the acquisition by the City of the two (2)
four-unit buildings to be utilized for the multi-purpose
buildings.
OCTOBER 1993
♦ Equity hired Kathryn Smith as Community Services/Outreach
Coordinator
♦ Equity contacted Mr. VanDorn regarding possible purchase of
vacant parcel within neighborhood
♦ Equity contacted Cal-Trans regarding possible lease of vacant
parcel and airspace parcel within neighborhood
♦ Joint NPT/Community meeting held at Emmerton Elementary School
on October 29, 1993
♦ Several meetings held between Security, BPD, and Equity to
promote better communication and cooperation
♦ Equity coordinated with representatives from the Agency,
Public Health, Mental Health, Security, San Bernardino Police
Department, Community Services, Emmerton Elementary School,

Planning Department, Contractors, etc. for the plan
development of the multi-purpose buildings.
NOVEMBER 1993
♦ Equity held first property owner's meeting on November 13,
1993
♦ Equity hired on-site manager and leasing agent.
♦ Equity held first neighborhood clean,.ip on November 20, 1993.
Approximately 200-250 residents participated. Also
participating were individuals from various organizations
including: Los Podrinos, Victory Outreach, Emmerton
Elementary School, San Bernardino Police Department, Kids
Against Crime, and San Andreas High School.
♦ Equity worked with the City of San Bernardino EDA, Sunrise
Village Apartment Owner's Association, and the Franchise Tax
Board to resolve pending suspension of corporate powers
DECEMBER 1993
♦ Equity entered into management agreements with five property
owners for a total of 19 buildings (76 units)
♦ Equity finalized negotiations between Banc One Leasing
Corporation, City of San Bernardino EDA, and San Bernardino
City Unified School District for the purchase, dismantling,
moving, and setup of two portable classrooms on a prepared
site at Emmerton Elementary School for the Emmerton School
Project. These buildings will house the Project's preschool
and adult education classes. The buildings are being
dismantled January 4 , 1994 and are targeted to be moved
January 6, 1994 .
♦ Equity hired a part-time leasing agent and a full=time
maintenance man (both are residents of the area) . Equity is
training these individuals.
♦ Equity opened a temporary on-site office on December 1, 1993.
This office is located at 2130 E. Sunrise, Unit 1 and is in
full operation. Once the multi-purpose buildings are
completed, the office will be relocated to 2204 E. Sunrise,
Unit 1.
♦ Equity assisted the Economic Development Agency in preparing
a letter to the Resolution Trust Corporation outlining the
City's concerns in connection with NARAB's purchase and
rehabilitation of the 24 buildings

♦ Los Podrinos proposal for on-site team to provide graffiti
removal, yard services, etc.
JANUARY 1994
♦ Equity added an additional security guard and car on a split
shift from 8 : 00 p.m. to 4 :00 a.m.
♦ Rehabilitation of the Multi-purpose buildings began January 4,
1994
♦ Equity has established a monitor program and is currently
working on the block parent program with Emmerton Elementary
School and a neighborhood watch program
