Description) Street Improvements - Tippecanoe Avenue, "C" St. & Del Rosa Avenue Finance- Council Notes: 75-0262 Agenda Item No. /D CITY OF SAN BERNt IDINO - REQUEST V I COUNCIL ACTION STAFF REPORT Page 1 of 2 Plans for the improvement of Tippecanoe Avenue, "C" Street and Del Rosa Avenue have been prepared by the Consulting Civil Engineer, and the project is ready to be advertised for bids . The project consists, in general , of widening the existing streets , installing traffic signals , street lights , storm drains and landscaping. Also, a 20-inch water line will be installed from Tippecanoe Avenue and "C" Street to Del Rosa Avenue and ' Third Street. The remaining portion of the water main, from Del Rosa Avenue and Third Street to the elevated water tank in the northeast portion of Norton, will be installed by the Water De- partment under a separate project. Below is an estimate of the total project cost: Construction Contract $ 5 , 942 , 000 Administrative & Legal Expenses 5, 000 Rights--of-Way & Appraisals 108 , 000 Consultant' s Design Fee 263 , 000 Checking Consultant' s Plans (W.O. #1993) 25, 000 Contract Administration/Inspection (W.O. ) 375 , 000 Siib--Total $ 6 , 718 , 000 Contingencies (1 . 75%) 117 , 000 TOTAL CONSTRUCTION COST $ 6 , 835, 000 Edison & Gas Facilities 750 , 000 Remaining Portion of Water Line & Appurtenant Facilities (by Water Dept. ) 1 , 515 , 000 TOTAL ESTIMATED PROJECT COST $ 9,100,000 A joint application was submitted by IVDA and the City of San Bernardino to the Economic Development Agency for a grant in the amount of $6 , 925 , 000. This grant will be used to finance 75% of the costs incurred for improving these streets and installing the water line. The 25% local matching requirement will be provided by the IVDA from tax increment funds. EDA will not be able to issue final approval of the grant until the necessary rights of way have been granted by the Air Force. However, all indications are that the grant will be approved as soon as the rights-of-way are granted. Negotiations are being held with the Air Force relative to the right-of-way, and it is expected that this issue will be resolved in the near future. 1-7-94 i-0264 CITY OF SAN BERN[ IDINO - REQUEST F( 1 COUNCIL ACTION STAFF REPORT Page 2 of 2 All costs incurred for this project will be charged to Account No. 242-362-57291 , and reimbursed from the EDA grant and from IVDA. It is necessary to advertise this project for bids before final approval of the grant, in order to have these improvements completed in accordance with the schedule for the reuse of Norton. Final approval will be secured before the contract is awarded. A review for compliance with CEQA was conducted by IVDA` s Consultant, Tom Dotson, on October 8 , 1993 . Mr. Dotson concluded that the road and water improvements are within the scope of the project covered the Program EIR which was certified in 1990 and no further environmental documentation is required. We recommend that the plans be approved and authorization granted to advertise for bids . 1-7-94 5-0264
