The Mayor and Common Council and Community Development Commission will recess to closed session for the following: a. to meet with its designated representatives regarding labor relations matters pursuant to Government Code Section 54957. 6; b. to confer with the attorney regarding pending litigation pursuant to Government Code Section 54956.9 (b) (1) , as there is significant exposure to litigation; C. based on existing facts and circumstances, set out below, the City Council is meeting only to decide whether a closed session is authorized pursuant to California Government Code Section 54956. 9 (b) (2) ; d. to confer with the attorney regarding pending litigation pursuant to Government Code Section 54956. 9 (c) , so that Council/Commission may decide whether to initiate litigation; e. to consider personnel matters pursuant to Government Code Section 54957 ; f. to confer with the Chief of Police on matters posing a threat to the security of public buildings or a threat to the public's right of access to public services or public facilities pursuant to Government Code Section 54957 ; 1 1/24/94 g. to give instruction to the City's/Commission's negotiator on the purchase of property pursuant to Government Code Section 54956. 8. Council Minutes. MOTION That the minutes of the following meetings of the -� Mayor and Common Council of the City of San I Bernardino be approved as submitted in typewritten f form: December 15, 1993 (Delivered on 1/10/94) 7 Authorize medical benefits for eight Headstart/Pre-School Positions. (See Attached) (No cost to City -- Positions are federally funded. ) MOTION: That medical benefits for eight Headstart Pre- 11 School positions, be approved as per memo dated September 21, 1993 from Barbara Dillion, Director of Personnel. and MOTION: That the Personnel Department be authorized to #2 process required forms to the Public Employee's Retirement System (PERS) for benefit enrollment and membership. 8. � Authorization for application and administration of Action Grant -- $238,487 per year -- Senior Companion Program -- July 1, 1994 through June 30, 1997. (See Attached) (Cost to City -- $126,264 -- or $41,088 per year Grant Match from General Fund. ) MOTION: That the Director of Parks, Recreation and _---7 Community Services be authorized to apply for and administer an Action Grant in the amount of J $238, 487 per year to continue the Senior Companion Program for the period of July 1, 1994 through June 30, 1997. 4 1/24/94 (Consent Calendar Continued) 9. Authorize acceptance of fire damage settlement to Ceramics Studio and payment to contractor for repairs. (See Attached) (Cost to City -- $71,684.78 from General Fund. ) MOTION: That the damage settlement in the amount of - $71, 684.78 for fire damage to Ceramics Studio and its contents be accepted and payment to All Claims Reconstruction in the amount of $64 ,282.51 for repairs and expenditures in the amount of $7,402 .27 for replacement of contents be authorized. 10. Approval of plans and authorization to advertise for bids -- -" improvement of Tippecanoe Avenue, "C" Street and Del Rosa Avenue, per Plan No. 9053 . (See Attached) (Cost to City -- $9,100,000 from Street Construction Fund. ) MOTION: That the plans for improvement of Tippecanoe Avenue, "C" Street and Del Rosa Avenue, in accordance with Plan No. 9053 , be approved; and that the Director of Public Works/City Engineer be authorized to advertise for bids. 11. Claims and Payroll.
