Please place the following motion on the Council/Commission agenda of January 10:
To discuss and take possible action to amend the existing five-minute public comments
time limit on Council/Commission agenda to three minutes. (See attached recommendation.)

PUBLIC COMMENTS AT CITY COUNCIL/COMMISSION MEETINGS
TIME ALLOCATION
Resolution:
The time allocation for public address at City Council/Commission meetings will be
modified to a three-minute limitation.
The Mayor or City Clerk will assure that the speaker will receive a thirty-second warning
before the three-minute expiration. The speaker may choose to conclude his remarks
within the thirty-second segment remaining, or he may appeal to the Mayor/Council or
Chairman/Commission for a two-minute extension.
If the extension is denied, the original three-minute allocation will be respected. Two-
minute extensions will also comport the benefit of thirty-second warnings prior to
expiration, in same manner as such warning was issued for original three-minute
allocation. Additional two-minute extensions may be requested at all thirty-second
warnings without limitation.
Approval or denial of two-minute extension(s) will be at the discretion of the May-
or/Council or Chairman/Commission.
This action is concordant with the provisions of the Ralph M. Brown Act (Government
Code Section 54950 et seq., and Opinion No. 92-212-May 7, 1992(Daniel E. Lungren,
Attorney General), "The Legislative body of a local public agency may limit public
testimony . . . to five minutes or less for each speaker . . .0. Also, subdivision (b) of
Section 54954.3 states that a legislative body such as a City Council may " . . . limit to
five minutes or less the time allocated for each (public) . . . speaker".
