BACKGROUND INFORMATION The design team for the State Consolidated Offices and Caltrans Building has been chosen after several months of review and interviews by the State Consolidated Offices and Caltrans Building Qualifications Review Committee. Its work has been completed (see Attachment "A"), and preliminary site massing studies have begun, with input from the Project Architect, Project for Public Spaces, the City, the State and Caltrans. Site massing will involve resolution of spatial relationships and layout of buildings on the site. The preliminary design effort is divided into three key phases: 1) site massing, 2) core and shell design, and 3) interior design. These components are combined to produce the schematic design which is the basis of all subsequent development of building design details and production of construction drawings and specifications. It is essential that the Commission review and approve the final Schematic Design because two-thirds of the most significant decisions affecting design and cost will take place at this point. Approval of these early design concepts reduces the chance of producing unacceptable specific designs and incurring additional costs and time delays. To assist the Commission with its design decision, it is appropriate that an ad hoc committee of three Commission Members be formed to review and guide the preliminary design components in accordance with the following tentative schedule: Date of Presentation Design Concepts to be Presented and Approved January 18, 1994 Site Massing March 24, 1994 Core and Shell Design April 21, 1994 Interior Design At this time, it is contemplated by staff that on May 2, 1994 the Commission will approve complete Schematic Design of the buildings based upon the recommendations of the ad hoc committee which will have been involved in creation of site massing, core and shell, and interior designs. Furthermore, Councilmember Negrete served as Chairman of the State Consolidated Offices and Caltrans Building Qualifications Review Committee and is intimately familiar with the project and the design team members. Councilmember Norine Miller has been active in downtown matters for several years, most notably with Main Street, the San Bernardino Downtown Plan, and the proposed Performing Arts Center. Her recent experience as Vice Chair of the Qualifications Review Committee adds further depth to the experience of the ad hoc committee in making proper decisions in conjunction with the design team. As a recently elected Councilmember, David Oberhelman has proven his ability to work through complex, sensitive and critical issues, adding significant value to the Council's decision making process. As a government employee by profession, Mr. Oberhelman is acutely aware of the long-tern implications of preliminary decision making processes. To facilitate timely completion of the project, Commission should approve the formation of an ad hoc committee composed of Councilmembers Negrete, Miller and Oberhelman for the purpose of reviewing preliminary designs and making recommendations for Commission at a later date. RECOMMENDATION The time allotted to design and construct the Government Center is short. The project has been placed on a very aggressive fast track schedule. Approval of preliminary design elements has been scheduled by staff in order to meet the design schedule and it is necessary to have a committee in place to review them. Without approval of these preliminary design elements the design team cannot progress to subsequent phases of design, in that the decisions associated with massing and preliminary schematic designs for core, shell and interiors are such that changes made later in the design process can cost the City hundreds of thousands of dollars and create unacceptable delays. The new year brings with it tremendous opportunities for the City of San Bernardino — opportunities which might not have been possible without the hard work and dedication of individuals such as you, Norine, who possess tremendous commitment to improve the lives of the citizens of San Bernardino and the working conditions of the many State and CalTrans employees working here. The work (and I mean work!)that we accomplished in assembling the project team for the government center was one of the most committed efforts in group process that I have seen since I have been elected to the Council. The collective specialties and interests of all those on the Committee came together to provide this City, the State and CalTrans with the most qualified design team among those firms which submitted qualification statements. Now that the design team is complete and site massing studies have begun, I wish to thank you again for your time, effort and hard work to help make the State Consolidated Offices and CalTrans building a reality for downtown San Bernardino.
