Svnopsis of Previous Commission/Council/Committee Action(s):
On November 2, 1993 the Community Development Commission approved a proposal to the State of
California for the design and construction of the State Consolidated Offices and Caltrans building.

Recommended Motion(s):

MOTION: That the Community Development Commission authorize the Executive Director to
develop and execute a contract with Crain and Associates in an amount not to exceed
$67,850 for the preparation of a traffic impact analysis for the State Consolidated
Offices and Caltrans building on the government center site; and further, that the
Agency's adopted budget be increased by $67,850 for such services and the Executive
Director be authorized to execute all other documents required to carry out the terns of
the contract.

the interviews are presented in descending order.

THE RECOMMENDED FIRM
Crain and Associates exhibited the most site specific experience of those who submitted
qualifications. Site specific experience is important to the success of this traffic impact
analysis in that the analysis is made necessary by the completion of an environmental impact
report (EIR) on the government center site. It will be necessary for the traffic engineer to not
only produce a traffic study but also to assist in the design of the site to mitigate traffic
impact early in the design phase.
Crain and Associates is well suited for this work in that they have completed many traffic
impact analyses for projects in the Los Angeles basin and have worked with the Project
Architect. The local firm of Hernandez, Kroone and Associates will join with Crain to add
their extensive knowledge and experience on local street and highway conditions. The Crain
and Associates team meets local and State minority business goals as well as women-owned
business enterprise and disabled veteran-owned business enterprise goals.
It should be noted that the cost of this contract, as well as other professional consulting
contracts and the cost of construction of the site, will be reimbursed to the Agency by the
State as part of its lease of the building and the parking garage.
RECOMMENDATIONS
The initial study of the California Environmental Quality Act will identify traffic as an impact

importantly, the necessary site specific experience to deal with a project of this size and
scope. Its proposed fee falls well within the range of the top three firms as rated by the
Committee and the fee is customary and reasonable by industry standards.
Staff recommends adoption of the form motion.
